| Smart city is a new model of urban development,and it is the comprehensive realization carrier of the key fulcrum of current economic and social development such as digital industry,public service,and infrastructure.Through the introduction of information and communication technology to comprehensively identify,analyze,integrate and process all kinds of information in the urban ecosystem,to meet the new demand for public services brought about by economic and social development.The continuous development of urbanization has made the urban population continue to rise,and the demand and standards for public services have also continued to improve,exacerbating the problems of "urban diseases" such as difficulty in seeing a doctor,difficulty in going to school,and environmental pollution.Is smart city construction a good medicine for "urban disease" ? Has it promoted the improvement of public service efficiency? These issues are worth exploring.In terms of theory,this paper believes that smart city construction is developing from "fragmentation" to "systematization",new infrastructure construction and digital applications and platforms can improve resource utilization efficiency and data sharing rate,the combination of demand-driven and people-oriented concepts reduces the degree of information asymmetry between the two parties and improves the efficiency of public services.The construction of information infrastructure improves the supply model of urban public services,improves the two-way communication mechanism,and provides rich and accurate public services to the society at a lower cost,making public services more efficient.Digital empowerment promotes the integration of digital technology and public services,improves the governance function of multi-level subject data,provides technical support for business decision-making,simplifies work links and processes,and improves the efficiency of public services.In empirical analysis,this paper takes the national smart city pilot policy as the starting point to construct a multi-period difference-in-difference model.The results show that smart city construction has a significant role in promoting the efficiency of public services.This paper examines the heterogeneity of the impact of smart city construction on public service efficiency from three aspects: city location,city scale,and city financial decentralization.The results show that the promotion effect in the western region is more obvious than that in the eastern and central regions;compared with small and medium-sized cities,the promotion effect is more obvious in large cities;the promotion effect is more obvious in cities with a high degree of fiscal decentralization.The results of the mechanism test show that the construction of smart cities promotes the efficiency of public services by improving the construction of information infrastructure and promoting data empowerment.Based on the results of the above analysis,this paper puts forward relevant policy recommendations.First,promote the construction of information infrastructure,build supporting facilities related to public services in the city,and build an industrial innovation ecology for smart cities to participate in new infrastructure.Second,the construction of smart cities must introduce big data into management,and further optimize smart government affairs and digital city management models.Finally,smart city construction needs to adhere to localization,create a unique smart city construction system,and at the same time establish a unified information architecture standard to achieve urban collaborative governance and dynamic management. |
