Research On The Impact Of Smart City Construction On Urban Economic Efficiency

During the "14th five year plan" period,China’s urban development faced many challenges,such as insufficient intensive growth mode,imperfect basic supporting facilities,insufficient innovation support,and inaccurate public governance.There was a large room for improvement in economic efficiency,which restricted the high-quality development of economy and society.As an advanced form of urban development,smart city is the concentrated embodiment of informatization,intelligence and high quality.Smart city construction has also become an important starting point for implementing the new development concept and realizing high-quality development.It is of great theoretical and practical significance to explore the economic connotation of smart city construction and analyze the theoretical mechanism and practical impact of smart city construction on urban economic efficiency.From the perspective of resource allocation,smart city construction includes three aspects:promoting resource integration,accelerating resource flow and promoting resource transformation.By optimizing the direct impact of urban resource allocation and the indirect impact of scale effect,flow effect and innovation effect,smart city construction can theoretically improve the urban input-output ratio and urban economic efficiency.Based on the panel data of193 cities and the empirical analysis using multi-stage double difference method,the construction of smart city can significantly improve the urban economic efficiency expressed by green total factor productivity.The promotion effect is consistent with the impact of fixed asset investment,human capital and scientific and technological innovation on urban economic efficiency.It is opposite to the impact of opening to the outside world,market segmentation and government scale on urban economic efficiency,and there are spatial and scale heterogeneity,that is,the construction of smart city has a stronger promotion effect on urban economic efficiency in the western region than in the eastern and central regions,The promotion effect on the economic efficiency of large cities is stronger than that of medium-sized and small cities.Further intermediary effect test shows that flow effect and innovation effect are the main ways for smart city construction to improve urban economic efficiency,and the intermediary effect of scale effect is not significant in reality.In order to optimize the construction of smart city,improve urban economic efficiency and promote high-quality urban development,suggestions: promote the flow of factors and optimize the allocation of urban resources;Cultivate innovative subjects and stimulate urban innovation vitality;Clarify the positioning of the government and highlight the advantages of smart city;Precise policy implementation and encourage cities to adjust measures to local conditions.
