| The governance of rural environmental pollution is a obvious short board in the work of agriculture,countryside and farmers.At present,the two most prominent issues about the governance of rural environmental pollution in China are agricultural non-point source pollution caused by excessive input of agricultural chemicals and rural domestic pollution due to the pit privy,sewage and domestic waste.How to solve these problems is a hot in theory and practice.Playing the leading role of various moderate scale operation entities in the governance of rural environmental pollution is a policy focus in recent years.Based on the special research data of “Ecological Protection and High-Quality Development of Agriculture and Rural Areas in the Yellow River Basin”,this paper analyses the current situation of farmland scale and rural environmental pollution in the middle and upper reaches of the Yellow River.Further more,the paper explores the impact of farmland scale on the governance of agricultural non-point source pollution and the influence of farmland scale on the control of rural domestic pollution using the scale-economy theory and information adoption model in order to achieve agricultural sustainability.The results of descriptive statistical analysis show that:(1)Most of agricultural labors are aging and lowly educated.And their household income are generally low,62.048% of them have an annual income of less than 50,000 yuan.(2)Small-scale farmers still occupy the main position of agricultural operation entities,farmers operating farmland over 50 mu are less than 6%.The fragmentation and decentralization of farmland is serious,but there are a number of large planters developing operation scale and contiguous scale.(3)A few farmers have the consciousness of agricultural green production,most of farmers exist excessive input of agricultural chemicals.(4)Many farmers choose the environmental treatment for household garbage and agricultural waste,however only 39.724% of the farmers can adopt effective domestic sewage treatment.And governance of rural domestic pollution varies greatly in the middle and upper reaches of the Yellow River.Through introducing socialized services and dividing farmland scale into 3 levels,the paper applies a structural equation model to explore the influence of farmland scale and socialized services on the governance of agricultural non-point source pollution.The results show that:(1)Farmland scale can accelerate the pollution governance significantly only when the farmland scale is at the medium level.(2)The promotion function of socialized services on the pollution control is obvious throughout the development of farmland scale.(3)Farmland scale significantly positively affects socialized services when the farmland scale is at a low and medium level.(4)And at a medium level,socialized services have a partially intermediary effect between farmland scale and the governance of agricultural non-point source pollution.To sum up,a moderate farmland scale and socialized services can reduce the agricultural non-point source pollution obviously.The paper uses the mediation model to discuss the influence of farmland scale on rural domestic pollution with the help of household income.And empirical results reveal that:(1)Farmland scale significantly promotes household income.(2)Household income obviously accelerates the governance of rural domestic pollution.(3)Yet farmland scale negatively affects the governance of rural domestic pollution.(4)Fortunately,household income can play a noteworthy masking effect between farmland scale and the governance of rural domestic pollution.On the basis of these results,in order to promote the governance of rural environmental pollution in the middle and upper reaches of the Yellow River,the paper suggests that:(1)Expand farmland scale to boost socialized services,the governance of agricultural non-point source pollution and household income.(2)Government should guide the moderate farmland scale so as to play the advantages of farmland scale.(3)Popularize socialized services to push the governance of agricultural non-point source pollution and drive small farmers into the road of agricultural modernization.(4)Increase household income so that farmland scale plays the positive effect on the governance of rural domestic pollution. |
