The Fourteen Five-Year Plan puts forward the development concept of promoting green development and the harmonious coexistence of human beings and nature,focuses on enhancing the quality and stability of the ecosystem,continuously improves the quality of the environment and accelerates the green transformation of the development mode,making clear and specific plans for green development.In the National Territorial Planning Outline(2016-2030),it is clearly emphasized that in the process of promoting the development of a new type of urbanization,the relevant department should pay more attention to the construction of urban clusters in the Northeast.The Fourteenth Five-Year Plan echoes the same,and will take improving the spatial layout of urbanization and promoting the integrated development of urban clusters as emphasis,and foster the development of nine major urban clusters such as Harbin-Changchun urban agglomeration.Therefore,this thesis takes the Harbin-Changchun urban agglomeration,the first of the national second-tier urban agglomerations in the northeast,as the research area and conducts an in-depth study on the green development of urban agglomerations.The Harbin-Changchun urban agglomeration encompasses the two provinces of Heilongjiang and Jilin,and deeps into the hinterland of the Northeast.The planning area includes the cities of Harbin,Daqing,Qiqihar,Suihua and Mudanjiang in Heilongjiang Province,and Changchun,Jilin,Siping,Liaoyuan,Songyuan and Yanbian Korean Autonomous Prefecture in Jilin Province.Since the foundation of the state,as the earliest industrial base in China,Northeast region is an important carrier of the country’s heavy industry,and is geographically located deep into the interior of the Northeast,with its influence radiating throughout Northeast Asia.As an important gateway for China’s open development towards Northeast Asia,the state has been deeply implementing the overall strategy for regional development,focusing on the implementation of the "One Belt and One Road" construction,promoting the comprehensive revitalization of the Northeast region and other old industrial bases,brings new opportunities for the development of the Harbin-Changchun urban agglomeration.In 2016,The State Council approved the National Development and Reform Commission’s Request for Instruction on Submitting the Development Plan of Harbin-Changchun City Cluster(hereinafter referred to as the“Plan”).According to the Plan,the Harbin-Changchun urban agglomeration will be built into a green urban agglomeration with important influence and competitiveness,which is pleasant to live and work in,and take "harmonious coexistence and green development" as the planning principle,putting forward new requirements for the development of the Harbin-Changchun urban agglomeration.In the research process,this thesis firstly sorts out the existing research from the three aspects of urban agglomeration,green development and green development of urban agglomeration,describes the relevant concepts and theoretical bases appearing in the thesis,and constructs the green development level index system of Harbin-Changchun urban agglomeration consisting of 4 system layers and 28 specific elements.The research uses entropy-weight-TOPSIS model to evaluate the green development level of 73 cities and counties of Harbin-Changchun urban agglomeration in the three-year period of 2010,2015 and 2019,and use Moran’s I index and multi-system coupling coordination model to analyze the green development characteristics,and then use the geographic detector model to calculate the influencing factors of green development in Harbin-Changchun urban agglomeration.Finally,the thesis summarizes and proposes the countermeasures for the current situation of Harbin-Changchun urban agglomeration.In this paper,the following conclusions are mainly drawn in the study:(1)According to the static characteristics,the green development level of the Harbin-Changchun urban agglomeration has shown that a certain degree of fluctuating downward trend in the three time periods of 2010,2015 and 2019.However,the overall fluctuation is not large,and the average index change of green development level is 0.366,0.235 and 0.323;(2)According to the dynamic characteristics,the degree of standard deviation ellipse deflection is 115.7279-117.6763-113.2919 in the three periods of 2010,2015 and 2019;(3)According to the results of multiple coupling coordination models,the overall coupling coordination of the Harbin-Changchun urban agglomeration is below moderate coupling coordination,and the panel data of 2010,2015 and 2019 are mainly benign coupling.The extreme value areas are not provincial capitals,and there are significant differences among regions;(4)According to the results of geographical detector model,the explanatory power of all influencing factors in Harbin-Changchun urban agglomeration in 2010 was mostly in the medium and weak influence range.In 2015,the explanatory power of all influencing factors increased and strong influencing factors appeared.In 2019,the explanatory power of overall impact factors remained high;(5)Based on the findings of the study,this thesis points out four major problems of green development in the Harbin-Changchun urban agglomeration,such as the large difference in the level of green economic development,the unpromising use of resources and environmental management,the unreasonable and slow transformation of industrial structure,and the insufficient investment in science and education innovation and propose the corresponding countermeasures.
