| Since the reform and opening up, with the depth of urban and rural economic development, urban-rural dual economic system seriously hampered the integration of rural and urban. It affects the play of the market economic system and the production and living standards of our people, especially the rural population accounted for50.05percent of China’s total population life.. This is because, in the process of development in urban and rural areas, the rural population to cities and towns move the volume and speed were tested increased year by year trend. Rural land, especially to build houses for the farmers living in the homestead, caused a lot of waste. China’s current land law does not explicitly unity of the urban and rural land, resulting in scarcity of resources, urban housing prices rise, the situation of the farmers’ cost of living increase. Farmers living in rural areas to go out, on the other hand, will have land use right and home ownership idle waste can not be converted into liquid assets of the farmers, And increase the income of farmers, resulting in the rural "empty villages","hollow family" problems, affecting the property of the rural population of fair use, configuration, driving up the housing costs of urban residential population. Therefore, this study rural land use right transfer problem, and provide theoretical and practical reference for the study of land use right in the rational allocation between urban and rural.Along with in-depth development of the market economy system, China’s gradual liberalization of the land transfer market. At present, China has allowed the rural farmland use rights to enter the market circulation, and the circulation of rural land use right market will also be imperative. During the process of homestead right transfer,because of the disadvantaged group status of the farmers,we have to focus on protection of the interests of farmers, and ensure that the farmers behavior is consistent with the long-term development of the farmers. With the help of cost-benefit theory,we can analysis of farmers’ behavior in the transfer of land use right circulation, and analysis the factors of affecting the famers circulation behavior in market. The result is that, with the area, the construction cost of housing, families go out to the proportion of resident population, housing, guaranteed income, the trading price and costs affect the circulation behavior of farmers. The same study, non-economic factors affect the behavior of farmers circulation, including the relevant legal provisions on the land use right transfer and the policy of subsidies, local culture complex on the psychology of farmers and village, homestead their geographic location factors. On the basis of theoretical analysis, henan as an empirical test area because of similar to the national conditions, selecting representative areas of empirical research. In this paper, it use the logistic model to analysis the factors of farmers’circulation behavior, and get the different conclusions of the factors that come to affect the circulation in the form farmers behavior. Finally, according to the factors of the specific implications for farmers circulation behavior in the different forms of circulation, design framework and put forward suggestions. |
