Research On Spatial-temporal Evolution And Improvement Of Industrial Green Development Level In The Upper Reaches Of The Yellow River

Since the 18 th National Congress of the Communist Party of China,the concept of ecological civilization construction has been deeply rooted in the hearts of the people,and the ecological protection and high-quality development of the Yellow River Basin have become a national strategy.We must firmly establish the concept that green water and green mountains are golden mountains and silver mountains,and adhere to ecological priority and green development.The Chinese character "Ji" shaped metropolitan circle of the Yellow River basin and Lanzhou-Xining urban agglomeration and other regional industries rely heavily on energy,low quality and low efficiency.The industrial structure with heavy chemical industry as the main body will not only affect water conservation and efficient utilization of water resources,but also cause difficulties in ecological environment restoration and protection.Therefore,it is necessary to explore a reasonable path to promote the green development of industry in the upper reaches of the Yellow River,form a mutual promotion mechanism between industrial green development and ecological environmental protection,and walk out of a new path of highquality industrial development guided by ecological priority and green development.By combing the relevant literature,this paper attempts to analyze the logical mechanism of industrial green development,takes the upper reaches of the Yellow River as the research object,discusses the basis and historical evolution of industrial green,and constructs an evaluation index system of industrial green development from four dimensions: industrial green growth quality,industrial energy and resource utilization efficiency,industrial environmental governance intensity and industrial green innovation ability,on this basis,this paper comprehensively evaluate the overall situation and internal differences of industrial green development in the upper reaches of the Yellow River,and establish four principal component factors of enterprise scale,policy support,environmental governance and green production by using the global principal component analysis method,and analyze the comprehensive level of industrial green development and the changes of each principal component level in the upper reaches of the Yellow River from 2000 to 2019 horizontally and vertically.Based on the comprehensive evaluation,this paper makes a visual analysis and future prediction of the green development level of industry in the upper reaches of the Yellow River.The following conclusions are drawn: during the study period,the green development level of industry in the upper reaches of the Yellow River has been steadily improved,but various provinces are facing problems such as unbalanced development and structural contradictions,with significant spatial differences.From the prediction and analysis results,it is expected that during the "14th Five Year Plan" period,the green development level of industry in the five provinces and regions in the upper reaches of the Yellow River will still show a positive trend,but the development process of Qinghai Province is relatively slow.At this stage,in order to consolidate the green development foundation of industry in the upper reaches of the Yellow River and break through the development bottleneck,we must adhere to the road of industrial green transformation with innovative green technology,green governance,utilization of green energy,construction of green parks and implementation of green finance as the core,so as to help the industrial development in the upper reaches of the Yellow River move forward towards more reduction,recycling,clean purification,harmless and green.
