Research On The Development Status And Countermeasures Of "Stay-At-Home Economy" In China Under The New Development Pattern

On the speech made by General Secretary Xi Jinping at the seventh meeting of the Central Financial and Economic Commission on April 10,2020,the president firstly proposed to accelerate the establishment of a "dual circulation" development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement.The 5th Plenary Session of the 19 th Communist Party of China(CPC)Central Committee emphasized again and clearly proposed to create a new development pattern and made major work deployment.Stay-at-Home Economy with growth against trend in the 2020 epidemic has become a new momentum to promote China’s economic development under the new development pattern and has exerted important impact on China’s economic development and people’s production and life.The paper firstly conducts theoretical analysis of the new development pattern and "stay-at-home economy" from the perspective of political economy.The theory of surplus value reveals the theoretical generation logic of the new development pattern.The theory of world market provides the theoretical reference for "dual circulation".Supply side structural reform is the endogenous driving force for new development patterns.Marx’s thought of free people consortium generated theoretical logic and Marx’s thought of collaboration constituted the theoretical foundation for the extensive collaboration of "stay-at-home economy".The theory of digital economy promotes the connotative development of "stay-at-home economy".Secondly,this paper deeply and carefully studies the current situation,characteristics and problems of "stay-at-home economy" at the epidemic normalization stage.At this stage,"stay-at-home economy" shows the new trends of the improvement of consumption quality,the surge in social demand,and the expansion of the service range,exhibits new consumption forms,new technologies,and new spatio-temporal characteristics.However,with the gradual maturity of "stay-at-home economy",it has positively promoted China’s economic development,followed by problems such as defective infrastructure construction,low product quality,chaotic market environment,and the inhibition of COVID-19 to the foreign development of "stay-at-home economy".Finally,this paper proposes relevant countermeasures as follows: develop new infrastructure,improve infrastructure system construction and logistics system construction;create new supply and demand,innovate forms to stimulate demand,enrich content to benefits users;integrate new governance,adopt modern governance to improve network space governance ability,promote multi-subject collaboration to co-create a harmonious network ecosystem;create a new environment,adhere to principles of independence,comprehensively improve the level of opening-up;cultivate new formats,grasp the consumption trend and innovate formats,and strengthen multi-subject all-round collaboration.It is expected to promote the continuous and steady high-quality development of "stay-at-home economy",fully stimulate domestic demand,expand domestic demand,smoothen domestic economic cycle,and empower the comprehensive development of "stay-at-home economy" at the new stage.
