Research On The Innovation Performance Of The National Undertaking Industrial Transfer Demonstration Area

In the context of the blocked international industrial cycle and the challenge of the new normal of domestic economic development,the formation of the domestic great cycle pattern is particularly urgent.Only by close combining industrial transfer and the regional innovation capability through various means,promoting economic development mode to innovation-driven economic transformation,forming the core competitiveness of the national and regional,and realizing sustainable development,domestic circulation pattern can be faster and better promote the formation.The policy of national industrial transfer demonstration zone provides an opportunity to promote regional innovation performance so as to accelerate the domestic cycle.To set up the national undertaking industrial transfer demonstration area for "exogenous shock",based on the panel data of 162 prefecture-level and above cities in central and western China from 2007 to 2019,this paper uses the multiphase Differences-in-Difference method to test the relationship between national industrial transfer demonstration zones and regional innovation quantity and quality capacity.The empirical results show that :(1)The policy of national industrial transfer demonstration zone can significantly increase the number of regional innovation,and improve the innovation quality capability characterized by substantive innovation and green innovation,but has no impact on the industry-university-research collaborative innovation.After a series of robustness tests,this conclusion is still valid.(2)The industry structure adjustment and local government competition can improve the promotion effect of national industrial transfer demonstration zone policy on regional innovation performance.(3)The promotion effect of its establishment on the quantity and quality of innovation is heterogeneous in different regions,whether the area to undertake industrial transfer is clear,and the development characteristics of the demonstration area.And there is a significant spatial spillover effect.Therefore,we should continue to actively create a good development environment for undertaking industrial transfer,and make the industrial transfer undertaking place play a role of growth pole to promote the common development of regional innovation ability through rational layout.
