Analysis On Double Spillover Effect Of Technology And Environment Under The Background Of Regional Industrial Transfer

With the deepening of reform,the central and western regions in China usher in an important opportunity to undertake domestic and international industrial transfer because of the great development of the western region,the rise of central China and other major strategic initiatives.Industrial transfer is an important way for the developed countries to find new space for industrial development,and to accelerate the development of economy and technology in undeveloped areas.When six provinces in the central region undertaking industrial transfer taking into account both the international and the domestic,whether there is positive effect of talent and technology spillover or negative effect of environmental pollution spillover with the transfer of industry? For the overflow of technology or environmental,which source shows more significant? In the coordination of economic development and environmental protection,what role have the two aspects of industrial transfer brought about by the technology spillover effect played? How should the six provinces in Central China use these two aspects of technology and environment to achieve sustainable development of the double spillover effects of the two? Based on this background,it is of great theoretical value and practical significance to study the dual spillover effects of two aspects of international and domestic regional industrial transfer on technology and environment in the central provinces of china.Firstly,this paper reviews the domestic and foreign relevant theories and literature,including the theory of industrial transfer,industrial transfer of technology spillover,spatial spillover of industrial transfer and spatial econometrics.Based on the analysis of the level of economic growth and industrial structure in the central region,this paper analyzes the economic development of the central region.Based on the theoretical foundation,the paper analyzes the economic development of the central region from the perspective of the economic growth and industrial structure in the central region.Because of the significant proportion of the second industry,the environmental pollution in Central China is reflected from the perspective of industrial pollution and pollution control.The study finds that although the three industrial structure change but still keep the 231 industrial pattern from 2001 to 2014,the characteristics of industrial transfer in the six provinces of central China include the increase in scale,the more reasonable industrial structure,the diversification of the source and the transfer.Then,the empirical analysis is made on the technology spillover effect and environmental spillover effect of industrial transfer in the central region.The study shows that in the process of undertaking industrial transfer,the central region owes the double spillover effect of technology and environment.In the model of technology spillover,the research and development expenditure of the central region has a significant role in promoting,and expenditure for R&D is also important,in addition to the technology spillover from external industry transfer to promote technological progress after analyze the traditional econometric model and spatial econometric model built by Cobb-Douglas production function.The industrial transfer originate from abroad and domestic shows not significant or negative performance,which may be a certain lag in investment in technological progress,the main transfer of labor-intensive industries rather than technology intensive industries.At the same time,the human capital investment has a negative effect on the central region of technological progress,only the size of the stock and the overall quality is not high,and the human level difference of human capital on the regional technological progress does not or even cause a negative impact significantly.In the model of environmental spillover effect,the increase of domestic industrial transfer and the increase of production value of the second industry promote the increase of environmental index,in another word,them aggravate the environmental pollution in the area.Finally,according to the empirical study on the double spillover effects of technology and environment in the process of undertaking industrial transfer in central china,we discuss countermeasures and suggestions on promoting technology spillover effects and mitigation of environmental spillover effects in the process of industrial transfer based on theoretical research about technology spillover and environmental spillover during industrial transfer under the background of present situation of six provinces in Central China.Strengthen the environmental policy guidance and build regional green barrier.Do not repeat the "environment" for "speed",a reasonable improvement in the structure of investment and prudent treatment of domestic and foreign investment Improving the talent flow mechanism and the quality of human capital,enhance openness,create a good talent environment,enhance human welfare,improve the labor market and social security system,so as to enhance the industry to undertake the transfer of new technology and knowledge absorption capacity.Optimization and upgrading of industrial structure,efficient docking investment industry,comprehensively and objectively analyze the bearing capacity of the land,selectively undertake suitable industries settled,production and technology transfer package,the overall high quality to promote industrial chain transfer.Upgrade and optimize the industrial structure,efficient investment industry.In order to pack production and technology together to transfer and the overall high quality to promote industrial chain transfer,a comprehensive and objective analysis of the bearing capacity is needed,on the other hand,undertake suitable industries selectively.
