Research On Technology Spillover Effect Of Undertaking Industrial Transfer

Along with the wave of economic globalization and integration, especially sinceopening up30years, the central and western regions in China have met goldenhistorical opportunity to undertake industrial transfer coming from international andcoastal areas. Industrial transfer has become one of the great strategic measures torealize the coordinated development of regional economy in our country, which is notonly optimizing the productivity square layout and promoting industrial structureadjustment, but also existing technology spillover effects as the fundamental effectsduring the long-term economic development. Some scholars have discussed thetechnology spillover effects of industry transfer from different angles, but theirresults of whether the technology spillover effects exist and positive or negativeeffects also have big disputes. Their conclusions are different because of selectingdifferent research methods or objects. As well, this paper, taking Hunan province asan example, considers the technology spillover effects both of international anddomestic regional industry transfer, and then compare the size of the two kinds ofspillover effect. The study is not the old problem, but a certain significant one.Firstly, this paper redefines the connotation of technology spillovers effect of theindustrial transfer, considering the technology spillover of industrial transfer mainlyrefers to industry transfer may promote the technology progress and improve the laborproductivity of accepting enterprises, but it is also an involuntary phenomenon to thegiving enterprises which can’t get the full benefit from their investment activities.Then, it constructs a theory system of industrial transfer technology spillover effectsfrom the aspects of mechanism of technology spillover effect, the size of industryspillover effects, as well as the influence factors systematic. Secondly, taking Hunanprovince as the sample and using its industrial transfer data, it respectively measuresthe size of technology spillover effect of international and domestic regional industrytransfer by the classic R&D spillover model; then compares the size of technologyspillover effects of industry transfer in the basic model and the expansion modelwhich contains the human development index. The results show that Hunan province has a positive technology spillover effect of industrial transfer from China’s coastalareas, but has a negative one from international industrial transfer, and the humancapital plays an important role in technology spillover effect. Finally, this paper ishelpful for Hunan province to provide the practical and feasible suggestions ineffectively undertaking industrial transfer established.
