With the continuous opening of China’s market economy,the market competition faced by the financial industry is becoming more and more fierce.Especially with the development of information technology and the influx of all kinds of capital into the financial market,banks,as the main body of traditional finance,are impacted.In this fierce market competition situation,although the impact of policy banks is relatively small due to their state-owned nature and irreplaceable functional position in the financial field,it is still necessary to strengthen human resource management from the perspective of the sustainable development of banks.Grass roots employees are an important part of the banking service system.As a policy bank in China,it is necessary to strengthen performance appraisal according to the nature of grass-roots employees’ work in the construction of internal management system.Taking the Z-score behavior of Agricultural Development Bank as an example,the specific research contents are as follows:Firstly,through the literature review at home and abroad and the elaboration of relevant theories,based on the comparative analysis of the meaning of performance and performance appraisal and the elaboration of the main performance appraisal methods,the balanced scorecard is selected as the optimization method of performance appraisal for grass-roots employees in Z branch of agricultural development bank.Secondly,based on the analysis of the current situation of performance appraisal of grass-roots employees in Z branch of Agricultural Development Bank,combined with the specific questionnaire survey results,this thesis summarizes the problems and causes of performance appraisal of grass-roots employees in Z branch of Agricultural Development Bank,and believes that the performance appraisal system of grass-roots employees in Z branch of agricultural development bank needs to be improved,the performance appraisal index system is insufficient,the efficiency of the implementation process of performance appraisal is not high enough Insufficient application of performance appraisal results.Further analysis of the reasons,it is believed that the main reasons are that the ideological understanding of cadres needs to be improved,some work is difficult to quantify,the staffing is not reasonable enough,and the use of technical means is not enough.Thirdly,optimize the design of the performance appraisal system of grass-roots employees in Z branch of agricultural development bank.Based on the analysis of the necessity and feasibility of applying BSC to the performance appraisal of grass-roots employees in Z branch,clarify the construction ideas of the performance appraisal system of grass-roots employees in Z branch of Agricultural Development Bank,establish the performance appraisal index system,and further under the conditions of determining the performance appraisal cycle and subject,Based on the analysis of the performance appraisal results of grass-roots employees in Z branch of Agricultural Development Bank,it is found that the optimized performance appraisal system is conducive to the improvement of appraisal efficiency and employee appraisal satisfaction.Finally,it expounds the application and guarantee of the performance appraisal system of grass-roots employees in Z branch of Agricultural Development Bank,evaluates some employees from the perspective of practical application,and puts forward the application process of appraisal results.Finally,it puts forward the guarantee mechanism from the aspects of training,organization,supervision and cultural mechanism.Based on the research on the performance appraisal system of grass-roots personnel in Z branch of Agricultural Development Bank,through targeted problem analysis and countermeasures,this thesis can not only enrich and expand the research content of the application of performance appraisal theory in the financial industry in theory,but also play a positive role in promoting the improvement of the operation and management level of China’s policy banks and promoting the sustainable development of agricultural development bank.
