Since the reform and opening up,China’s foreign trade has developed rapidly with the dividends of labor and resources.However,with the continuous changes in the domestic and international trade environment,China’s export development method based on quantity growth has been challenged,and it is urgent to shift to high-quality growth.Under the new economic situation,China released a 15-year plan(2021-2035)on the development of intellectual property rights(IPR)power.Therefore,Intellectual property trade has gradually become a breakthrough in improving the quality and growth of China’s foreign trade.But at present,China’s intellectual property export trade as a whole presents a situation of large quantity and poor quality.The “Belt and Road” initiative has provided good opportunities for the export of intellectual property in recent years.It is worth noting that due to the relatively complicated business environment for intellectual property rights along the "Belt and Road",it is necessary to understand the potential and influencing factors of intellectual property export in China,so as to promote the high-quality development of China’s foreign trade.This article analyzes the current situation of trade on the basis of defining the scope of sample countries and the statistical scope of intellectual property export trade.The results show that China’s intellectual property export trade along the “Belt and Road” is showing a steady growth overall,but there are problems such as uneven export regional distribution,excessive concentration of export markets,and unreasonable product structure.Subsequently,an empirical model was constructed for analysis.From the results of the stochastic frontier gravity model,the GDP of the importing and exporting country,the population size of the importing country,the importing country being a landlocked country,and having a common language all promoted the development of China’s intellectual property export trade,while the population size of China,the geographical distance between the two countries has a restraining effect.From the results of the trade inefficiency model,the signing of free trade agreements,liner shipping connectivity index,political stability of importing countries,and government efficiency promote China’s intellectual property export trade,while the degree of intellectual property protection of importing countries has a restraining effect.From the calculation results of export efficiency and potential,China’s export efficiency of intellectual property rights along the “Belt and Road” during the sample period was only 0.1867,but the potential for trade expansion is huge.In terms of export regions,China has a higher export potential to Asia,Europe and Africa.In terms of segmented products,the export efficiency of communications and information technology manufactured products and copyright products is lower than the overall level along the route,but their export trade potential is huge.Combining theoretical and empirical research results,the following policy recommendations are put forward: Firstly,promoting the negotiation of free trade agreement in the field of intellectual property rights,improving infrastructure construction along the "Belt and Road" and strengthen the protection of intellectual property rights along the “Belt and Road”;secondly,adopt differentiated strategies for different types of export markets and conduct hierarchical trade cooperation;finally,the Chinese government should support disadvantaged industries and optimize the export structure of intellectual property products.
