A Research On The Evaluation Of The Comprehensive Benefits Of Urban Land Development Projects Under The TOD Model

TOD(Transit-Oriented-Development)is a land development model,the core of which is "public transport + ecosystem + metropolitan area",relying on public transport,the city’s limited land resources and space for efficient development and utilization,to meet the needs of residents in all aspects of food,clothing,housing and transportation,it can reduce the dependence on private cars and help to create a more sustainable public transport system.However,in specific TOD studies,there are no criteria for evaluating the overall performance capabilities of TODs and the role of enterprises in economic development.In order to evaluate the economic benefits and impact of the TOD model on cities,enterprises,environmental protection and the public,and to promote the sustainable development of the city,it is necessary to form a scientific and reasonable performance evaluation framework to lay a scientific foundation for the development of the TOD model.The study focuses on the following aspects:Firstly,starting from the concept,characteristics,benefit influencing factors and evaluation methods of the TOD model,the concept of TOD,the concept of benefit evaluation and the influencing factors of benefit are analyzed and discussed.Secondly,the literature research method and statistical analysis method are used to initially establish the TOD model benefit index system through analysis and summary,and the expert questionnaire survey method is used to score the importance of the evaluation indicators,and after analysis and collation,the comprehensive benefit evaluation index system of urban land development under the TOD model is further improved.After that,through more in-depth research on various weighting methods,the entropy weight method is used for weight calculation.On this basis,the fuzzy comprehensive evaluation method is used,and the membership matrix is determined by combining qualitative and quantitative methods,and a multi-level fuzzy evaluation model of the comprehensive benefit of the TOD model is established.Finally,taking the Shenzhen Metro Qianhai Times TOD Project as an example,an empirical study is conducted on the established evaluation model to test the operability and rationality of the evaluation,and to provide a basis for calculating the comprehensive benefit level of the TOD model.The comprehensive benefit evaluation model of TOD model established in this paper plays a reference or inspiration role for the construction of other TOD model projects in China,which has great practical significance for the rapid development of the domestic TOD model,and plays a positive role in the sustainable development of urban public transportation while providing income generation for investors.
