The Research On Performance Evaluation Of Urban Rail Transit PPP Project

Thanks to the steady development of our country's society and economy,the pace of traffic infrastructure construction is accelerating,and the overall appearance of transportation industry has been renewed from the backwardness that has long been formed.However,the development of traffic infrastructure construction and the social economy are still in the preliminary adaptive stage of low level,the contradiction between supply and demand is still very serious.As public welfare infrastructure,urban rail transit has been faced with many problems,for instance,the shortage of urban rail transit facilities and the rapid development of urbanization,the scarce construction funds and the great investment demand in urban rail transit facilities,the low economic efficiency of public capital and the high threshold of private capital.In order to solve the problem of large funding stress and narrow channel,the development of Public Private Partnerships(PPP)provides a new way for urban rail transit construction financing.The PPP project of urban rail transit has the characteristics of large investment scale,long operation period,numerous participants and complicated implementation process.So there must be some problems which cannot be avoided in the real operation.In order to improve the project's performance in its implementation process and to achieve the expected goal,it is necessary to conduct scientific and rational performance evaluation of urban rail transit PPP projects to discover and resolve problems in project practice.And it provides certain reference for the following operation and the decision-making of other urban rail transit PPP projects.Based on this,this paper clarifies its research direction and content by making deep analysis on the related theories and research status of PPP model and its performance evaluation.In order to ensure the rationality of the index system construction,the principles of science,system and efficiency are adhered.First,through literature research and expert's opinions-consulting,the indicators for the performance evaluation of urban rail transit PPP project are identified and filtered.Second,by certain mathematical means,the indicators are optimized further,combining BSC,the theory of input & output,4E principles etc,an evaluation index system of 2 levels is constructed.Third,through analysis and evaluation of the evaluation methods,the paper uses the Entropy method of objective assignment to determine index weights,the performance evaluation model of urban rail transit PPP project is based on fuzzy comprehensive evaluation.Based on Visual Studio software,the paper develops the "performance evaluation system of urban rail transit PPP project" through C# language,and uses Winform technology to build the visualized front interface.Finally,through programming solution of the evaluation model,the automation degree and expansibility of the calculation can be effectively realized.Also,the computational efficiency is greatly improved,and the "one-touch direct" effect of the operation is achieved.Finally,an example of Beijing Metro Line 4 is provided to verify this very model.
