With the rapid development of rail transit industry and the progress of information technology,passenger information system(PIS)plays a very important role in improving operation efficiency and service levels.With development,PIS is facing some new requirements such as new technology,modularization,unification and scalability.PIS development project is also facing the characteristics of high technical difficulty,short development cycle,high project importance,and difficult project management,it’s very important for the success of the project to be able to identify the risks in time and respond to risks reasonably.By discussing the case of the SHL14 PIS development project of A rail transit corporation,this paper studies the risk response strategy of the development project.Based on the overall environmental factors and characteristics of the project,comprehensively use project risk management theory,case analysis method,literature review method,investigation method and other methods to identify risk types,analyze risk levels and formulate coping strategies,and formulate corresponding safeguard measures according to the risk response strategies.In this paper,brainstorming method,Delphi method and fishbone diagram method are used to identify the risk of SHL14 PIS development project.Combined with industry characteristics and specific cases,using the professional ability and industry experience of industry experts to judge and summarize,and listed 23 major risks factors of five risk types for this project,and risk types including political and legal risks,economic risks,technical risks,management risks and organizational risks.The comprehensively uses analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method to qualitative and quantitative analysis of each risk item,and obtains the weight and level of each risk factor.According to the results of risk analysis,formulate strategies for avoiding,mitigating,transferring,and accepting various types of risks at different levels,and formulate safeguard measures for the implementation of risk response strategies from four aspects,focusing on talent and system side,supplemented by capital and culture side,to guarantee the successful completion of the project.The research methods and research results formed in this paper enrich the risk application research of project risk management theory in passenger information system of the rail transit industry,and play a reference role for the projects of A corporation and similar enterprises.At the same time,some agile management solutions are used for reference in risk response strategy and implementation guarantee,so as to provide help for the future digital transformation of A corporation and similar enterprises.
