| The increasing number of flexible employment groups have become an important force to promote economic development.However,the development process of pension insurance system reform lags behind the people’s demand for pension security,a large number of flexible employees are not covered by pension insurance,and they cannot share the fruits of reform and development,which further affects their quality of life in old age and increases social instability.Therefore,in order to protect the legitimate rights and interests of flexible employees and promote the construction of a pension insurance system,this paper studies the problem of flexible employees participating in the basic pension insurance for employees,hoping to find an effective way to solve this dilemma.Firstly,this paper introduced the results of domestic and foreign research about the flexible employees to participate in the pension insurance problem,summarized the current participation policy of flexible employees in Xiangcheng city and defined the concepts related to flexible employees,and finally elaborated the public goods theory,which also provided a theoretical basis for this research.Secondly,the paper used the method of field research and data analysis to prepare basic information for the study,and conducted a field survey on city enterprise pension insurance center in Xiangcheng city,gradually collected primary research data including the endowment insurance agency function structure,working process,service mode,basic information of insured person.Then we conducted a survey and analysis through method of questionnaire and data analysis to find out whether the flexible employees in Xiangcheng city are insured or not,gender ratio,education level,choice of contribution base,whether there is a problem of insurance withdrawing,reasons for not participating in insurance,satisfaction with the service of the pension insurance administration.The study showed that flexible employees have their own dilemmas such as low participation rate,low economic income,low awareness of young people to participate in insurance,and poor labor skills.At the same time,in terms of pension insurance policy,there are still factors restricting the participation and contribution of flexible employees: unreasonable payment base approval method and retirement age setting,cumbersome transfer and succession procedures,and short collection plan with limited time,poor service quality of pension insurance agencies,inadequate policy publicity,and lagging information construction.Therefore,this paper put forward the following solutions: strengthening the skill training of flexible employees,improving the income of flexible employees,reforming the approval method of endowment insurance payment base,reasonably setting the retirement age,simplifying the process of transfer and succession,improving the quality of service and increasing policy propaganda and promoting information construction. |
