Research Employed In A Flexible Basic Pension Insurance

As the reform over state-owned business deepens, the structural modification in industries, the innovation of business management philosophy, the development of the science and technology and the change of the concept of employment, the flexible employment has greatly developed in China. Nowadays, the flexible employment has provided a lot of opportunities for the laid-off workers and become a very important way to solve the employment problem. Also, the flexible employment has played a role to expand employment, promote economic development and support economic restructuring. However, at this stage, the present insurance system for the old-aged is built based on the state owned and collective enterprises and designed for the former pattern of employment, so that it can’t fit into for the flexible employment, which leads the flexible employees to interruption of payment or push out of the old-age insurance system. This will damage the benefit of the flexible employees to attend endowment insurance and it is not good for the development insurance industry of our country. As the enlargement of the group of flexible employees and incoming of the aged tendency of population, it is urgent to complete the endowment insurance system and draft the policy that fits the flexible employees.In this study, we firstly systematically describe the related concepts of the flexible employment and employees, the status and development of the existing policy for the flexible employees in the research background and meaning. We analyses the necessary of construction and complete for endowment insurance system. Taking Shannxi province for example, we introduce the status of the endowment insurance attendance, payment, age distribution and retired personnel. The research further analysis the problems and the reasons of the existing endowment insurance system in Shannxi. We clearly present the basic thinking and principle for complete the endowment insurance system, draw on the experience of construction endowment insurance system from other countries. At last, aiming at the characters of the flexible employees, we put forward the detailed methods to complete endowment insurance system and supporting policies for the flexible employees.
