The Study Of Insurance Participating Issue On Basic Medical Insurance For Personnel Flexible Employees In FuQing City

With the deeply adjustment of the industrial structure and further reform of the economic system,great change has happened in the form of the employment in our country, and various flexible employment methods have emerged. A flexible employment owns a huge employment absorption capacity and increasingly becomes an important channel to absorb new labor force. As an important part of the social security system, the social basic medical insurance system is not only the maintenance of social stability, but also a regulator of the social equity. It is significance that the large scale flexible employees take part in basic medical insurance,because it is not only to solve the problem of highly medical expense,buy also to reflect the fairness of medical security.Taken FuQing city as a research object, this paper tries to explore the present situation of flexible employees in insurance, and analyze its difficulties, base on which it puts forward some targeted solutions, using many methods such as literature research, social investigation, statistical analysis, questionnaire, observation, experience, means of comparative analysis, and so on.This paper includes five major elements. The first part is mainly about the definition and theoretical basis of flexible employment medical insurance. The second part elaborates the necessity of flexible employment to participate in medical insurance.The third part is about the current insured status of flexible employees in FuQing city based on the data collected though questionnaire and any other methods.The fourth partanalyzes and concludes the difficulties of flexible employees insurance.The fifth part puts forward policy recommendations aiming at the factors that difficulties according to the principle of fairness,basic insurance,multilevel insurance, focusing on increasing the insurance rate and realize nationwide participation.
