| In recent years,the number and scale of flexible employment in China have been increasing.According to the data from National Bureau of Statistics,by the end of 2021,the number of flexible employees in China has exceeded 200 million.The government actively guides flexible employment in various ways and strengthens support for flexible employment and new forms of employment.Flexible employment groups have become an important part of China’s labor market.The government has attached great importance to basic endowment insurance for people with flexible employment,and has included them in the basic endowment insurance system.However,the problems of low rate and low enthusiasm for insurance participation of flexible employment personnel are common,which damages the rights and interests of flexible employment personnel,and is also detrimental to the development of flexible employment.Based on life cycle theory,economic rationality theory and social capital theory,this paper designs a questionnaire distributes the questionnaires and collects data,and interviewed representative flexible employment people to further understand the current situation and problems of flexible employment personnel.In view of the problems of low insured rate,low insured grade,inappropriate insured loyalty and serious interruption of insurance,combined with the influencing factors of policy implementation in the Smith model,from the aspects of the policy,the executive department,the policy environment and the target group to analyze the reasons for these insured problems.Aiming at these influencing factors,suggestions are put forward to improve the insurance participation behavior of people with flexible employment: improve the pension insurance system and policies;strengthen the supervision of pension insurance collection and payment,increase policy publicity,and improve services;standardize flexible employment management and strengthen enterprises’ awareness of insurance participation;raise awareness of flexible employees of insurance participation.In order to improve the current situation of insufficient insurance participation of flexible employees,improve the insurance participation rate and level of flexible employment,and protect the rights and interests of flexible employees.It will help to fully build a multi-level social security system;promotes the full implementation of the universal insurance plan;improves the basic endowment insurance system for urban employees. |
