Study On The Problems And Countermeasures Of Local Customs Supervision Reform After "Customs Merger"

The third Plenary Session of the 18 th Central Committee of the CPC proposed "reform of customs supervision and management system",and the relevant content of national customs clearance integration was formally written into the 13 th Five-Year Plan of the Country.In order to further implement the spirit of comprehensively deepening reform and promote national integration of Customs clearance,the General Administration of Customs studied and formulated the Framework Plan of National Integration of Customs Clearance Reform in 2016.In 2018,according to the plan for Deepening the Reform of Party and State Institutions,the duties and teams of China entry-exit Inspection and Quarantine Bureau(C.I.Q)were assigned to the Customs,and the customs inspection was merged into one.Since the merger of Customs and C.I.Q,the new Customs has gone through nearly four years of development.Various measures of business integration and system innovation have been introduced repeatedly,and remarkable results have been achieved in strengthening supervision and optimizing services.However,at some levels,some parts are still in the stage of "physical assembly",and there is still a certain distance to achieve the goal of comprehensively optimizing functions and enhancing comprehensive governance capacity.In particular,under the background of the "dual reform" of customs reform and national customs operation integration,new management risks and conflicts arise,which puts forward new requirements for the coordination and cooperation between the local customs and the port customs,and the management mode of the local customs is faced with a new need for reform.The study found that the current territorial customs supervision is faced with problems such as overlapping division of responsibilities,poor business processes,mismatch of post personnel,backward mechanism guarantee and so on.Many problems will have an adverse impact on the import and export links in the actual business,which is inconsistent with the original intention of accelerating customs clearance efficiency and strengthening supervision efficiency,but lead to the decline of supervision abilit.How to strengthen national coordination and cooperation,break regional barriers,give better play to territorial advantages,optimize the business environment,promote trade facilitation,better serve market subjects,and strive to explore and improve local customs supervision capacity has become an important task for customs to strengthen research.Therefore,this paper first expounds the importance of the subject,summarizes the current situation of relevant theoretical research at home and abroad,reviews the historical process of customs reform,and expounds the background and reform vision of customs development in the new era.Closely combined with the theory of new public management and business process re-engineering,this paper analyzes and defines the local customs and port customs studied in this paper,comprehensively analyzes the development status,transformation necessity and transformation power of the local customs,and points out the difficulties and challenges facing the transformation.Finally,based on the operational level,the implementation path of China’s local customs transformation is proposed to support the improvement of local customs supervision capacity.
