As an important industry in the development process of China’s national economy,the textile industry has made great contributions to the improvement since the initial stage of China’s industrialization construction,creating a large number of jobs and helping to promote development of other related industries.Zhejiang Province,among which,as a major textile province,is providing certain amount of human resource and considerable profits for China’s textile industry.Internally,with the deepening of the industrialization and the increasing competition among homogeneous producers in this market,vicious contest has been the way rivals between domestic textile enterprises,while the profitability decreased significantly.Externally,the foreign trade has been greatly affected and the demand in overseas markets dropped a lot since the outbreak of financial crisis in 2008.In recent years,the emergence of the COVID-19,the deterioration of trade environment caused by conflict between China and the United States,and European "re-industrialization" policies to draw back manufacturing enterprises,have brought a negative impact on domestic and foreign textile transactions.It is a difficult problem to fix about how to improve traditional trade modes to maintain sustainable development of textile industry under such circumstances.The emergence and strong vitality of cross-border e-commerce has provided a solution for the transformation.Especially a series of policies and measures relying on "the Silk Road Economic Belt and the21st-Century Maritime Silk Road" initiative proposed in 2013 have built an appropriate institutional environment and trade cooperation platform for textile cross-border e-commerce industry.What is the development status of the textile cross-border e-commerce industry under the initiative? What impact do representative policies related to this initiative have on the textile industry? Both questions are worth follow-up studies.Therefore,this paper takes Zhejiang,a province with advanced textile industry,and the birthplace of cross-border e-commerce,to analyze its role and the effect of cross-border e-commerce policies within the strategic framework of "the Silk Road Economic Belt and the21st-Century Maritime Silk Road",so as to provide some academic references for the subsequent upgrading and transformation of the textile industry.In order to ensure the scientificity of the research,after the relevant theoretical review and development analysis,this paper firstly takes the case of "China Textile City" in Shaoxing,Zhejiang as the introduction to comprehend the reality of cross-border e-commerce there.Secondly,building a development level measurement system of cross-border e-commerce in Zhejiang Province,and transforming the development level into specific data through the principal component analysis method for follow-up research.Finally,this paper adopts the Difference-in-Difference method with the comprehensive pilot zone policy of cross-border e-commerce being taken as the representative policy,and combines time and space dimensions to evaluate the policy effect specifically.In terms of samples,this paper selects 13 pilot provinces and cities including Zhejiang Province from 2012 to 2019,and takes 7 provinces and cities as experimental groups while the rest are control group and taking 2016 as the node year to construct the model.Finally the Initial related cross-border e-commerce policies and measures to the textile industry in Zhejiang province has obvious effect due to empirical analysis,and through the control variable analysis that the rise of cross-border e-commerce enterprises,the third industry development,and expanding of foreign trade all have positive effects on the research target.Therefore,this paper summarizes the empirical analysis results to submit corresponding suggestions.In the empirical test part,this paper uses the regional heterogeneity analysis to prove the validity,and ensure the robustness test,which confirmed the correctness of the policy ideas,and put forward correlative suggestions for subsequently promoting the transformation and upgrading of the textile industry in Zhejiang Province and China.
