| The problem of migrant workers is still undoubtedly one of the most urgent issues in China’s implementation of the new urbanization strategy with people as the core,and at present,migrant workers have long been in a marginal state of "leaving the farm and leaving the land" but being excluded from other groups.This embarrassing situation makes it difficult to treat their rights and interests in basic public services,social security,children’s education,and even the household registration system that still needs to be reformed.Migrant workers leave the land but do not leave their hometowns,and do not give up the right to contract rural land,resulting in the difficulty of realizing the intensive utilization of agricultural production factors and moderate large-scale operation in rural areas to a certain extent.In the context of the "separation of the three rights" and the "confirmation of rights issuance" of the right to land contract management,guiding the voluntary withdrawal of the land contract right in accordance with the law is a key link in adjusting the relationship between people and land in a group at the current stage.How to sum up the practical experience of farmers in various places in withdrawing from land contracting rights? What are the factors that affect the willingness of peasant workers to withdraw from the right to contract? What are the compensation requirements for peasant workers who are willing to withdraw from the contracting right? Issues such as the above are issues that should and must be studied when conducting a study on the withdrawal of the right to contract.In this paper,a questionnaire survey of migrant workers in Fengcheng City,Jiangxi Province,descriptive statistical analysis and cross-analysis of the collected sample data are used to determine which factors have an impact on the willingness of migrant workers to withdraw from land contracting rights.Then,under the premise of reasonable compensation,the willingness to withdraw from the land contract right and the unwillingness to withdraw from the land contract right were taken as the dependent variable,and the binomial classification logistic model was used to explore the influence and difference of different factors on the willingness of migrant workers to withdraw from the land contract right.After research,the following main conclusions have been drawn: First,the withdrawal of land contracting rights is a lawful,voluntary and paid withdrawal.According to this article,the withdrawal of land contracting rights refers to the voluntary renunciation of the rights holders of rural collective organizations to voluntarily give up their legally held rural collective(contract issuing party)land contracting rights.Second,the willingness of migrant workers to withdraw is not high,and land still plays the role of the bottom guarantee function.Third,the physical health status,age,education level,political outlook,number of household labor force and per capita disposable income,whether the specific location of the contracted land,whether the contracted land is transferred,whether they have a land contract management right certificate,whether they go to the city for employment,whether they pay social security for employees,and their adaptability to life in the place of work have a significant impact on the willingness of migrant workers to withdraw from the land contract right.Among them,age,possession of land contract management right certificate,payment of social security for employees and willingness to withdraw show a negative impact on the willingness of migrant workers to withdraw from land contracting rights,and other factors have a positive impact on the willingness to withdraw.Based on the above research conclusions,this paper puts forward corresponding policy suggestions: First of all,under the background of the system of "separation of three rights",it is necessary to implement the work of "confirmation of rights and issuance of certificates" to ensure that each farmer has its own certificate of land contractual management right;second,based on the existing institutional framework,continue to practice the withdrawal of land contracting rights and adhere to the bottom line of land collective ownership;we must promote the equalization of county public services,weaken the function of land security,and liberate the dependence of people and land in rural areas.At the same time,it is necessary to fully respect the wishes of the peasants and maintain historical patience,and the withdrawal of land contracting rights must not be urgent and forced,and it is necessary to coordinate the withdrawal of rural contracted land and the withdrawal of other member rights.Finally,due to the diversification of factors affecting the willingness of migrant workers to withdraw,a complete support system and a diversified compensation system should be established. |
