Study On The Influence Of Agricultural Machinery And Tools Purchase Subsidy On Farmers’ Income

All along,the issue of the three rural areas has been a key issue of concern to the party and the government,especially in recent years,it has been placed in the position of the top priority of the work of the party and the state.The focus and key to the three rural issues lies in firmly grasping the direction of rural development and earnestly ensuring the safety of agricultural production and the rights and interests of farmers.Agricultural subsidies are the need of today’s rural development,and the introduction and implementation of various subsidies have created opportunities for agricultural production and farmers’ income.As a special subsidy,the main purpose of the agricultural machinery purchase subsidy is to reduce the cost of agricultural production,improve production efficiency,and achieve increased production and income.In 2004,China first implemented the major policy of agricultural machinery purchase subsidies,which is a major policy of benefiting farmers and benefiting farmers,subsidies were first tried in some counties and districts,and the scope of implementation was gradually extended to cover all counties and districts in the country in 2009,and since then the subsidy policy for the purchase of agricultural machinery has been implemented so far.Subsidies have greatly increased the mechanization of agriculture and improved production efficiency,but also exposed many problems,whether the subsidies really benefit farmers,whether to promote farmers to increase income has yet to be verified empirically,which is of great significance for continuous optimization and adjustment of agricultural machinery purchase subsidies,to ensure national food security and the stable growth of farmers’ income.On the basis of combing the relevant literature,this thesis first analyzes the direct impact of agricultural machinery purchase subsidies on farmers’ income.Secondly,the intermediate transmission mechanism of agricultural machinery purchase subsidies affecting farmers’ income-agricultural mechanization level is extracted,and then the theoretical analysis framework of "agricultural machinery purchase subsidies-agricultural mechanization level-farmers’ income" is constructed,and based on the macro provincial panel data from 2010 to 2019,the intermediary effect model is constructed,and the impact and mechanism of agricultural machinery purchase subsidies on farmers’ income are empirically studied.Finally,the differences in the implementation effect of agricultural machinery purchase subsidies in different regions are further compared and analyzed,and the model is endogenously treated.The results of the study show that:(1)From the overall point of view,the subsidy for the purchase of agricultural machinery can significantly increase the total income of farmers,and its overall impact effect is 0.008.From the perspective of income structure,the agricultural machinery purchase subsidy has a greater impact on the farmer’s wage income,and its impact effect is 0.013,and the agricultural machinery purchase subsidy is significantly positively correlated with the farmer’s operating income,and its impact effect is 0.005;(2)The empirical results of the intermediary effect show that after adding the intermediary variable,the impact effect of the agricultural machinery purchase subsidy on the total income of farmers has changed from the original 0.008 to 0.006,and it is significant at the statistical level of 10%.It shows that the subsidy for the purchase of agricultural machinery has a partial indirect impact on farmers’ income through the level of agricultural mechanization;(3)the empirical test results of the sub-region show that whether from the national level or from the regional level,the subsidy for the purchase of agricultural machinery has played a significant role in promoting the income of farmers,and the impact of the subsidy for the purchase of agricultural machinery on the total income of farmers shows the characteristics of "central > western > eastern" in the region.Finally,based on the theoretical analysis and empirical results of the above thesis,the following countermeasures are proposed: Continue to optimize the subsidy for the purchase of agricultural machinery;Dynamically adjust the scope of subsidies for agricultural machinery;Give full play to the functions of the agricultural machinery management department;and make overall arrangements for the supporting policies of subsidies for the purchase of agricultural machinery.The main research contribution of this paper lies in two aspects,one is to test the actual effect of the implementation of agricultural machinery purchase subsidies with farmers’ income as a measure;the other is to construct a theoretical analysis framework of "agricultural machinery purchase subsidies-agricultural mechanization level-farmers’ income",explain in detail the mechanism of the impact of agricultural machinery purchase subsidies on farmers’ income,and take into account the heterogeneity of the effect of agricultural machinery purchase subsidies.The disadvantage is that this paper uses the national macro panel data from 2010 to 2019,the sample size is not much,the empirical results are slightly lagging behind,and secondly,the macro data cannot take into account the differences of microscopic individuals,so the empirical results also need to be supplemented and improved by microscopic data.
