A Study On The Effect Of Agricultural Machinery Purchase Subsidy On Agricultural Mechanization Level

Agricultural machinery purchase subsidy is an important part of China's fiscal policy on agriculture.The implementation of subsidy can improve the level of agricultural mechanization production,thus promoting the development of agriculture.The development of agricultural mechanization can promote the realization of agricultural modernization and accelerate the transformation from traditional agriculture to modern agriculture.Agricultural machinery purchase subsidies play an important role in this process.Therefore,the Party Central Committee attaches great importance to promoting the development of agricultural mechanization and improving the subsidy policy for agricultural machinery purchase.Previous studies mainly focused on the policy effect of agricultural machinery purchase subsidies in the whole country or in some areas,but lacked the research on how the impact of agricultural machinery purchase subsidies changes and the regional comparison.Based on the income effect,substitution effect and extrusion effect,this paper constructs a panel model,introduces the interaction item of time and agricultural machinery purchase subsidy,studies the impact of agricultural machinery purchase subsidy on agricultural mechanization level,discusses the changes of the impact,and further analyses the impact of agricultural machinery purchase subsidy on agricultural mechanization level in the main grain producing areas and non-main grain producing areas.The article is divided into three parts.The first part is the theoretical analysis,including the introduction,the first chapter and the second chapter.The introduction includes the background and significance of the study,literature review,research methods and contents,research ideas and possible innovations and deficiencies.The first chapter is the theoretical analysis of agricultural machinery purchase subsidy and agricultural mechanization level.Firstly,it defines the total power of agricultural machinery,the level of agricultural mechanization and the subsidy policy for agricultural machinery purchase,points out the theoretical basis for implementing the subsidy for agricultural machinery purchase,and combs the influence mechanism of subsidy on the level of agricultural mechanization.According to the analysis,put forward hypothesis 1: the purchase subsidy of agricultural machinery has a positive impact on the total power of agricultural machinery and the level of agricultural mechanization;hypothesis 2: The impact on the total power of agricultural machinery and the level of agricultural mechanization is gradually weakening;and the question is raised: what is the different of the impact of the purchase subsidy on the main grain production areas and non-main grain production areas.The second chapter.discusses the status quo of agricultural machinery purchase subsidy and agricultural mechanization level,introduces the development course of agricultural machinery purchase subsidy and the status quo of agricultural machinery purchase subsidy,and the development of agricultural mechanization in China,and draws the problems in the scope,scale,procedure and implementation process of agricultural machinery purchase subsidy policy.The second part is empirical analysis.The panel model was established to analyze the impact of purchase subsidies of agricultural machinery on agricultural mechanization level and its changes in the main grain-producing areas,non-grain-producing areas and the whole country.According to the empirical results,the following conclusions are drawn: First,subsidies have a positive impact on the agricultural machinery and agricultural mechanization level.Secondly,the impact of subsidy on the purchase of agricultural machinery is gradually weakening,that is,from the beginning of policy implementation,the marginal efficiency of subsidy on the total power of agricultural machinery and the level of agricultural mechanization is decreasing.Thirdly,subsidies have a significant impact on the level of agricultural mechanization in non-main producing areas,which verifies the hypothesis and answers the relevant questions.The third part is the policy recommendations,which put forward the relevant policy recommendations from the aspects of optimizing the scope,structure and standardizing the implementation of the policy,and provide some reference for improving the subsidy policy for the purchase of agricultural machinery in China...
