| China’s economy has moved from a stage of high-speed growth to the stage of high-qu ality development.High-quality development is the goal according to economy under the n ew normal.As the engine of economic development,industrial quality development is cruc ial to high-quality development.Shandong Peninsula urban agglomeration is an important e conomic growth pole of China and plays a leadership in the national strategy of the Yellow River Basin,and its important position requires that it must achieve high-quality industrial development.This study constructs the evaluation index system of high-quality industrial developm ent of Shandong Peninsula urban agglomeration from seven dimensions: innovation,harmo nization,green,openness,sharing,efficiency and effectiveness;measures the level of highquality industrial development of Shandong Peninsula urban agglomeration by entropy TO PSIS model and analyzes it in two dimensions: time and space;and determines the obstacle factors affecting the high-quality industrial development of Shandong Peninsula urban agg lomeration using obstacle degree diagnosis model.The results showed.(1)Temporal evolution: the level of industrial high-quality development in Shandong Peninsula urban agglomeration has been increasing,and the development speed has experie nced a change from slow to fast and then back to slow,which can be divided into three stag es according to the growth rate: the slow development stage(2000～2009),the rapid develo pment stage(2010～2017)and the stable development stage(2018～2019).From the develop ment changes of the seven subsystems,there are differences among the subsystems within t he high quality development of the industry.(2)Spatial differentiation: The overall spatial changes of industrial quality in Shandon g Peninsula urban agglomeration shows the distribution trend of "east high and west low" a nd "north high and south low".The spatial distribution of innovation,openness,efficiency and effectiveness subsystem is "east high and west low",the spatial distribution of harmoni zation and sharing subsystem is "double-core-led",and the spatial distribution of green sub system is " middle west high and east low".(3)Diagnosis results of obstacles: The indicators of harmonization,green and innovati on subsystem have a great impact on the high-quality industrial development of Shandong Peninsula urban agglomeration,the main obstacles indicators are: proportion of secondary i ndustry in GDP,comprehensive utilization rate of general industrial solid waste,output tax rate,science and technology expenditure in local general public budget expenditure,total p rofit of industrial enterprises,actual foreign investment,and fertilizer use intensity.(4)Based on the previous study,then propose countermeasures to promote high-qualit y industrial development: increase innovation investment,improve innovation capacity and production efficiency;reasonably adjust the industrial structure,give play to the driving ro le of the secondary industry,improve the economic efficiency of the secondary industry,an d gradually increase the proportion of the tertiary industry;adhere to green development,ra tionalize the use of resources and improve resource utilization efficiency;rely on the Belt a nd Road,and improve the level of opening to the outside world. |
