Research On The Supervision Of Government Procurement Agency In Z County

The main responsibility of government procurement agency is to assist the purchaser in completing government procurement activities.China’s government procurement system started late,the supervision and management system of government procurement agencies is not perfect,and the financial supervision department lacks effective supervision measures for some illegal acts in the process of practice.This is not conducive to the sustainable development of the agency market,nor to the improvement of the local government procurement and business environment.Taking Z County as the research object and the financial supervision department as the perspective,this paper studies some violations in the practice of government procurement agencies,points out the problems found in the process of supervision and management,then analyzes the specific reasons,and finally puts forward some suggestions to improve the supervision of government procurement institutions.This paper chooses the county as the research scope,chooses the financial supervision department’s angle of view to carry on the elaboration,chooses the agency’s agency behavior as the research object,the research train of thought adopted is “To discover,analyze and solve problems”.On this basis,this paper conducted an investigation.According to the and questionnaires with the government financial institution,the public resource trading center,the purchaser in government,and the government procurement agency,the main problems can be summed up into four categories,the first is the disorder of the agency market competition,the second is the lack of effectiveness of the regulatory mechanism,the third is the polarization of the agency’s professional level but the overall level is not high,the fourth is the construction of the internal control system of the agency is not perfect.The main causes of the problems include: Firstly,the government procurement system of our country started late,some supporting systems are not perfect;Third,Z county government procurement supervision function digitization construction progress is slow;fourth,the agency specialized transformation power is insufficient.Finally,the paper proposes measures to improve the problems above.Firstly,we should strengthen the system construction in the field of government procurement.Secondly,strictly implement the main responsibility of the financial department for supervision.Thirdly,accelerate the construction of digital supervision of government procurement.Fourthly,promote the professional development of agencies and strengthen the construction of internal control system of agencies.
