Research On The Impact Of Financial Agricultural Expenditure On Agricultural Output In Henan Province

Henan Province is located in the Central Plains of China,accustomed to the "Central Plains Granary" and "National Kitchen",here the four seasons are distinct,the sunshine is sufficient,the climate is warm,suitable for planting a variety of crops.By the end of 2020,there were about 44 million rural residents in Henan Province,with an irrigated area of 5463.07 thousand hectares of arable land and a grain output of 68.258 million tons.Since 2010,Henan Province has maintained steady growth in financial support for agricultural development,and the overall investment has increased from 40 billion yuan to114.5 billion yuan,far exceeding other large agricultural provinces,laying a good foundation for the development of agricultural economy in Henan Province and the whole country.Henan Province,as a strong agricultural province,the scale of fiscal agricultural expenditure continues to grow,structural changes,the agricultural output has a certain impact,need to be further analyzed,this paper on the impact of Henan Province’s financial agricultural expenditure on agricultural output to study,to improve the agricultural development of Henan Province has certain practical significance.In the above context,this paper takes the two aspects of Henan Province’s financial agricultural expenditure and agricultural output as the starting point,and studies the relationship between the two.First,Introduce the research background and research significance of this paper,and sort out and summarize the relevant literature of scholars at home and abroad.Secondly,through theoretical analysis methods,the relevant concepts of fiscal agricultural inputs and agricultural outputs are defined,and the direct and indirect effects of fiscal agricultural expenditures on agricultural output are analyzed,and corresponding hypotheses are proposed;Then,taking Henan Province as an example,analyzing the current situation of fiscal agricultural expenditure and agricultural output,including the scale of financial agricultural expenditure and the agricultural results achieved,the overall scale and structure of agricultural output,the regional differences between financial agricultural expenditure and agricultural output of 18prefecture-level cities in Henan are elaborated,and it is found that the overall scale of fiscal agricultural expenditure and agricultural output in Henan Province has shown an overall upward trend,and the growth rate of the total output value of agriculture,forestry,animal husbandry and fishery has been greater than zero since 1994;Thirdly,the panel data of the prefecture-level cities in Henan Province from 2007 to 2020 were selected,the fixed effect model was used for empirical research,and the heterogeneity analysis of the data of the prefecture-level cities in Henan Province was carried out,and the prefecture-level cities in Henan Province were divided into three groups according to their geographical location and economic development level.Finally,combined with the theoretical and empirical research mentioned above,constructive suggestions were put forward.This paper draws conclusions based on empirical analysis,it is concluded that the financial agricultural expenditure of Henan Province shows a positive relationship with agricultural output.From a regional perspective,it is found that fiscal agricultural expenditure has a positive promotion relationship for agricultural output in the north,middle and south regions,but the promotion relationship in the southern region is not significant;From the perspective of economic development level,the agricultural output of fiscal agricultural expenditure in areas with high,general and low economic development levels is a positive relationship,and there is no general economic development level in areas with high economic development levels and high levels of semblance in areas with low economic development levels.In this regard,this paper puts forward the following suggestions: First,establish and improve the supervision mechanism of fiscal agricultural expenditure;Second,reasonably increase the scale of fiscal agricultural expenditures;Third,support local characteristic industries and optimize the structure of fiscal agricultural expenditure;Fourth,optimize the allocation of resources and correctly handle the relationship between the government and the market.
