Research On The Coordination Of Public Service Industry And Manufacturing Industry Development In Prefecture-level Cities In Anhui Province

Abstract/Summary:
Manufacturing is the foundation of a country and the foundation of a strong country.Promoting the upgrading and development of the manufacturing industry is an important way to achieve the great rejuvenation of our nation.In the process of manufacturing development,public service plays a huge role in helping manufacturers,which can effectively reduce the cost of manufacturers,promote the introduction of high-quality enterprises,and promote the upgrading and development of regional manufacturing industry.At the same time,the development of manufacturing industry in a region will also drive the economic development of the region,thus promoting the improvement of the quality of public services in the region.The effective coordinated development between the two is not only conducive to the prosperity of the region,but can also improve the life quality and happiness level of the ordinary people in the region.Anhui province is located at the border of central and eastern China.It is not only one of the six provinces of "rising central China",but also a member of "Integration of Yangtze River Delta".Using public services to attract high-quality enterprises in Jiangsu,Zhejiang and Shanghai plays an important role in the development of Anhui Province.However,there has not been much research on the coordinated development relationship between manufacturing and public services in the region.Therefore,this thesis takes 16 prefecture-level cities in Anhui Province as the research object,and has practical significance to study and measure the development and coordination of public service and manufacturing industry in prefecture-level cities in Anhui Province.This thesis will be studied from the following aspects.First of all,the relevant concepts of public service and manufacturing and the theoretical basis of their coordinated development are elaborated.Then,a comprehensive evaluation index system is constructed,and the development of public service industry and manufacturing industry in 16 prefecture-level cities of Anhui Province from 2011 to 2019 is measured by using set-pair-entropy weight model,and the measurement results are analyzed.The coupling coordination model is used to measure the coupling coordination degree of public service industry and manufacturing industry development in prefecture-level cities,and the characteristics of coupling coordination degree are analyzed.At the same time,the spatial weight matrix of prefecture-level cities in Anhui province is constructed to analyze spatial autocorrelation and agglomeration.Finally,in view of the characteristics that the coupling coordination degree belongs to the range of 0-1,the Tobit panel model is constructed,and after LR test and Hausman test selection,the fixed effect Tobit panel model is optimal.This model is used to study the influencing factors of coupling coordination,and analyze and elaborate the principle of these influencing factors on coupling coordination.The conclusions are as follows:(1)the prefecture-level city public service industry in Anhui province is divided into three levels,among which Hefei and Wuhu are in the first level.Suzhou city,Bozhou City and Fuyang city are the last three cities in northern Anhui.The rest of the cities are in tier 2.During the nine years from 2011 to 2019,Anqing city and Lu ’an city in central Anhui province made the greatest progress in the level of public service development,while Tongling city and Huainan city,resource-based cities,saw a significant decline in the level of public service development.(2)In the manufacturing development of prefectural cities in Anhui Province,the "dual-core drive" development is highlighted.Hefei city and Wuhu city have opened a gap with other cities and led the manufacturing development of Bengbu city and Xuancheng city.(3)The coupling coordination degree of public service and manufacturing development in prefecture-level cities of Anhui province is spatially "strong in the south and weak in the north,strong in the east and weak in the west".The calculation of the Moran index shows that there is agglomeration among cities,spatial dependence increases,and differences weaken.In terms of time,all cities are in the running-in stage,more than half of them have reached the good running-in stage,and Hefei city is in the high-level coupling stage.During the nine years,the interaction between cities has been strengthened and the concept of collaborative development has been implemented.(4)In the study of the influencing factors of the coupling coordination degree of public service and manufacturing,it is found that per capita GDP,per capita fiscal expenditure and per capita foreign investment have a positive effect on the coordination degree,and per capita fixed asset investment in manufacturing has an obstacle effect.Based on the above research,this thesis puts forward the following policy suggestions:(1)Change the development pattern,optimize the development strategy and change the single development mode.(2)Vigorously develop public services,promote equalization of public services,and narrow the differences in public services between cities.(3)Due to urban conditions,reasonable distribution of resources,promote coordinated development,to maximize the effect of resource investment.(4)To make overall development,we must plan development ideas from the height of overall development and avoid vicious competition between cities.(5)Developing regional growth poles and achieving coordinated regional growth,so as to ensure that all growth areas are covered by individual points.(6)Make full use of the "Integration of Yangtze River Delta" policy,do a good job in attracting investment,form the "catfish effect",promote the development of local enterprises.
