Chemical fertilizer is one of the important input factors in agricultural production.However,the contradiction between the excessive application of chemical fertilizer in China’s agricultural production and the green development of agriculture and rural areas has become increasingly prominent recently.Since the Ministry of agriculture formulated the action plan for zero growth of chemical fertilizer application by 2020 in 2015,the growth rate of chemical fertilizer use has decreased year by year in recent years.Overall,however,the problem of excessive application of chemical fertilizers is still serious.In 2022,No.1 central document pointed out that "we should promote green development of agriculture and rural areas,strengthen comprehensive control of agricultural non-point source pollution,and further promote the reduction of agricultural inputs." Farmers are the micro-subjects of agricultural production and chemical fertilizer application.They do not hesitate to use a large amount of chemical fertilizers when making investment decisions on production factors such as chemical fertilizers frequently in order to increase the output of agricultural products.Until now,excessive chemical fertilizer application has become an important factor restricting the green development of agriculture in China.Land is the main carrier of agricultural production,and the irrational application of fertilizer by farmers is closely related to the management scale of land.Therefore,it is particularly important to explore the reduction and application of fertilizer by farmers based on the management scale of land under the premise of balancing ecological benefits and economic benefits.Based on 283 wheat farmers’ questionnaire survey data in Henan Province,this paper uses multiple linear regression models,relying on economy of scale theory,farmers’behavior theory,externality theory,multi-objective decision theory,and Pareto improvement,to study farmers’ fertilizer reduction behavior under the threshold of land management scale,find out the factors affecting farmers’ fertilizer reduction behavior,and try to find out the threshold of land management scale that maximizes fertilizer reduction and balances ecological and economic benefits in farmers’ wheat production and management,and then explore the effective path to promote farmers’ fertilizer reduction.The results showed that the effects of farmers’ age,job,farming years and the degree of cultivated land fragmentation on the intensity of chemical fertilizer application were positive.The education of farmers,whether they have received agricultural technology training,the number of family farmers,farmers’ cognition of soil fertility and the stability of land management right have a negative impact on the intensity of chemical fertilizer application.There is a "U" shaped influence relationship between the land management scale and the fertilizer application intensity of farmers.When the land scale is between 114-134 mu,the fertilizer application intensity is the lowest,and the farmers’ income is relatively high within this scale threshold range.When the land management scale is 114-134 mu,it can balance the ecological and economic benefits.The fertilizer application on wheat yield shows a decreasing trend of marginal effect,and to some extent presenting an inverted "U" shape.For the above research conclusions,the main policy recommendations made in this paper are as follows:standardize land circulation and promote appropriate scale operation.Promote land consolidation in blocks and reduce the distribution of land fragmentation.Improve soil quality and popularize new agricultural fertilization technology.Improve the cultural quality of farmers and cultivate the subjects of management scale.Establish and improve the policy supervision mechanism to promote the effective implementation of the fertilizer reduction policy.Accelerate the development of small and medium-sized cities and towns and promote the transfer of agricultural surplus labor force.
