Evaluation Of High Quality Development Of Agricultural Industrialization Under The Background Of Rural Revitalization

Industrial prosperity is the key to realising the rural development strategy.At the 19 th Party Congress,the new theme of “quality development” was introduced for the first time and it was demanded that the theme of quality development should be strongly emphasised in the preparation of the rural development strategy.It is guided by a new development concept of innovation,cooperation,environmental friendliness,openness and sharing,accelerating the transformation from increased agricultural production to improved quality and efficiency,and promoting modernization of agriculture and rural areas.As the main form of operation for agricultural and rural economic development,agricultural industrialisation must conform to the requirements of high-quality development in the new stage.An important issue in the implementation of the rural revitalisation strategy at the current stage is how to resolve contradictions in the traditional agro-industrialisation process and achieve high-quality agro-industrialisation development.A new definition of high-quality development of agricultural industrialisation and the construction of an evaluation index system for high-quality development of agricultural industrialisation expand and enrich the content of assessment and theoretical research on agricultural industrialisation on the one hand,and provide a reference basis for relevant government departments nationwide on the other.Relying on the essential requirements of the rural revitalization strategy and the new development concept,this paper argues that high-quality development of agricultural industrialization is:taking the new development concept as the fundamental guideline,scientific and technological innovation as the growth driver,green development as the value orientation,leading enterprises as the engine,and agricultural industries as the backbone,development of agro-industrialisation which constantly promotes the co-ordinated development of the agro-industry,constantly improves the profit chain mechanism and ultimately increases the quality and efficiency of agriculture and the production and income of farmers.Based on the significance and characteristics of the high-quality development of agricultural industrialisation in China from six dimensions:basic resources,organizational capacity,scientific and technological innovation,coordinated integration,green development and shared development,and uses the entropy value method to empirically analyze the level of high-quality development of agricultural industrialization in Hubei Province from 2015 to 2019,concluding that :the level of high-quality development of agricultural industrialization in Hubei Province during the five-year period The level of high quality development of agricultural industrialisation shows a low rising trend,but on the whole,the high quality development of agricultural industrialisation in Hubei Province is currently at a medium level,with constraints such as weak infrastructural construction capacity,less efficient industrial organisation capacity and poor ecological and environmental disaster resilience,for which recommendations are made to promote the high quality development of agricultural industrialisation in Hubei Province.
