Study On The Level And Regional Differences Of High-quality Agricultural Development In Shandong Province

At a time when high-quality development has become the theme of the times,it is imperative for China,as a large agricultural country,to promote high-quality agricultural development.In 2022,the No.1 central document of the Central Committee made clear arrangements for high-quality agricultural development from food production,industrial integration,green development and other aspects,emphasizing the cultivation of new driving forces for rural development through high-quality agricultural development and promoting rural revitalization.Research into the issue of high-quality agricultural development is therefore of great theoretical and practical importance.This paper takes the high-quality agricultural development of 16 prefecture-level cities in Shandong Province as the research object,and constructs an evaluation system for high-quality agricultural development based on the connotation,characteristics and relevant policies of high-quality agricultural development,including four dimensions of quality and efficiency,power transformation,industrial structure and green development,as well as 16 indicators,and uses panel data of 16prefecture-level cities in Shandong Province from 2012 to 2021,and adopts the entropy method to comprehensively analyse the high-quality agricultural development of Shandong Province The results show that the level of high-quality agricultural development in Shandong Province has been increasing.The results show that the level of high-quality agricultural development in Shandong Province has been increasing,especially after 2019 when high-quality agriculture is developing faster.Among the four evaluation dimensions,the development level of agricultural power transformation is the highest,the development level of industrial structure is the lowest,the quality and efficiency of agriculture is the fastest,and the green development of agriculture is the slowest.During the Twelfth and Thirteenth Five-Year Plans,Qingdao and Weifang have achieved a high level of high-quality agricultural development,with parallel progress in all dimensions,while other prefecture-level cities have their own shortcomings in high-quality agricultural development,especially Zibo and Zaozhuang.In particular,Zibo and Zaozhuang have a poor overall level of development,and there is much room for improving the quality of agricultural development.According to geographical conditions,Shandong Province is divided into four regions: southern Shandong,central Shandong,northwestern Shandong and peninsula.The regional differences of high-quality agricultural development in Shandong Province during the "12th Five-Year Plan" and "13th Five-Year Plan" periods are studied by using the Thar index.The results show that there are differences and differences continue to expand between the "12th Five-Year Plan" and "13th Five-Year Plan",The development difference of industrial structure dimension is the largest.Among the intra-regional and inter-regional differences,the intra-regional differences are the largest and tend to expand,while the development gap in southern Shandong is the largest among the intra-regional differences.Based on the results of comprehensive evaluation and regional difference analysis of high-quality agricultural development in Shandong Province,this paper aims at a series of problems in the current high-quality agricultural development in Shandong Province,namely,the agricultural industrial structure is not reasonable,the quality and efficiency need to be improved,the impetus for high-quality agricultural development needs to be strengthened,the level of green development is slow to improve,and the high-quality agricultural development is uneven,Put forward feasible and targeted countermeasures and suggestions to further promote the high-quality development of agriculture in Shandong Province,and strive to effectively improve the current situation of high-quality agriculture in Shandong Province and enhance the level of high-quality development of agriculture.
