Research On The Transfer Of The Homestead Use Rights In Liluocheng Village

With the continuous pursuit of a better life and the continuous acceleration of the urbanization process,the movement of population within a certain range,and the flowing population is accompanied by the flowing of residential housing.Homesteads carry the foundation of people’s movement and migration.In order to strictly manage homesteads,protect the red line of 1.8 billion mu of arable land,and firmly put the Chinese people’s rice bowls in the hands of the Chinese themselves,the system of the right to use homesteads came into being.The homestead system has always been regulated by the Land Administration Law,and its circulation has been strictly restricted.In China,which is now in a market economy,there is a strong demand for the circulation of homesteads.Governments at all levels and scholars have also conducted in-depth investigations and studies on how to realize the circulation of homesteads,and actively explored the process of using homesteads from "separation of two rights" to "separation of three rights".Exploring the reform of the homestead system is an indispensable part of economic and social development.This paper mainly adopts the research methods such as literature research method,questionnaire method and in-depth interview method.Taking Liluocheng Village,Shangcheng County,Henan Province,a typical mountainous village as the object of investigation.Firstly,the use of homestead in Liluocheng Village and the factors that affect the transfer of farmers’ right to use homestead are known through a questionnaire survey.Then,it expounds the specific methods and methods of the transfer of the right to use homestead in Liluocheng Village through empirical evidence,and analyzes the actual case to find out the problems existing in the process of the transfer of the right to use the homestead in Liluocheng Village.In view of a series of problems such as a large number of idle homesteads in Liluocheng Village,the circulation scope is too narrow,and the main role of farmers in the circulation process is not obvious,an in-depth analysis is carried out to find the influencing factors,and through the analysis of the reasons,how to improve the circulation system of the rights to use the rural homestead in our country,to put forward rationalization suggestions.
