Technological Innovation-Research On The Integrative Development Of Guizhou Traditional Chinese Medicine Industry From The Perspective Of Government Regulation

Traditional Chinese medicine is not only the unique health resources and ecological resources,but also the cultural resources accumulated over five thousand years of history in China.In recent years,traditional Chinese medicine(TCM)industry has become a strategic emerging industry in China.As a province with large TCM resources,Guizhou government has promulgated a series of policies and built many high-tech scientific research platforms according to local conditions to promote the integrated development,transformation and upgrading of TCM industry,and strive to transform the advantages of TCM resources into economic advantages.In this paper,the integrated development of TCM industry in Guizhou is discussed in depth from the following three aspects after many field investigations and reference of relevant literature.Firstly,it tries to redefine the concept of TRADITIONAL Chinese medicine industry and industry convergence on the basis of many theories,and combs out its theoretical analysis framework according to relevant scholars’ research on industry convergence.In the same way,the theoretical analysis framework of the integration of TCM industry was constructed,and the integration of TCM industry was subdivided into three types of integration: penetration of TCM industry,crossover of TCM industry,and reorganization of TCM industry,providing analytical ideas for the later research on the integration development of TCM industry in Guizhou.Secondly,according to the theoretical analysis framework of the integrated development of TCM industry,this paper describes and analyzes the general situation of TCM industry penetration,crossover,and reorganization and integration in Guizhou,and takes Guizhou Bailing enterprise as a representative case to conduct research and analysis.In accordance with the same logic,Yunnan is taken as a comparative case for the same factor analysis.Finally,according to the actual situation of Guizhou and the advanced experience of Yunnan,it is concluded that there are some problems in technological innovation in the integrated development of TCM industry in Guizhou,such as low conversion rate of scientific and technological input and output of TCM enterprises,few core competitive products of TCM industry,and lack of compound talents of TCM specialty.In the aspect of government regulation,there are some problems,such as lack of guiding research and development of medicinal materials protected by intellectual property rights,unbalanced allocation of special support funds for traditional Chinese medicine industry,and insufficient implementation of policies for cultivating market players in the big health industry of traditional Chinese medicine.Strengthen independent innovation ability and cultivate from enterprises.
