Study On Evaluation Of Farmers’ Satisfaction With Implementation Of Collective Ownership Of Homestead And Its Influencing Factors

Adhering to the collective ownership of rural homestead is determined by China’s fundamental socialist economic system.With the changes of productivity and relations of production,the original property right system of "separation right of ownership and right to use" of homestead can no longer meet the requirements of rural economic development and farmers’ improvement of quality of life.The collective ownership of homestead also faces the risk of weak ownership and obscure ownership of the subject of rights.The opinions of the CPC Central Committee and the State Council on Implementing the Rural Revitalization Strategy,which released in 2018,proposed to "explore the ’ three rights division of homestead ’,which include ownership,qualification right and right of use ".Up to now,the Ministry of Agriculture and Rural Affairs has carried out the pilot of the " three rights division of homestead " in 104 counties(county-level cities)and 3 prefecture level cities across the country.In pilot areas,however,practical explorations vary in different from place to place.We must analyze the rights of collective ownership and how to implement collective ownership? How satisfied are farmers as collective members with the implementation of collective ownership? What factors affect the evaluation of farmers’ satisfaction? Such problems will contribute to improve implement the collective ownership of homestead in the reform of " three rights division of homestead " and provide reference.Based on this background,this paper takes the implementation of collective ownership as the research theme,based on Marxist collective ownership theory,theory of property right and theory of institutional change,constructs the evaluation of satisfaction index system,measures the satisfaction evaluation of farmers on the implementation of collective ownership of homestead,and uses the Ordered Logistic model to analyze the influencing factors of farmers’ satisfaction.The paper consists of six chapters,and the main structure is as follows:In the opening chapter,it summarizes the background of the current reform of "three rights division of homestead ",and expounds the research significance of this paper;Second,summarize the relevant literature,focusing on the current research status of homestead system and the research results of scholars on collective ownership under " three rights division of homestead ";Third,introduce the purpose and research framework of the paper;Fourth,introduce the research methods and ideas of the paper;Fifth,bring forth the possible innovations and limits of the paper.The second chapter defines concepts relate to this paper and introduces the basic theories.Related concepts include rural homestead," three rights division of homestead " and collective ownership of homestead;The theoretical basis includes Marxist collective ownership theory,property right theory,institutional change theory and so on.The third chapter include theoretical study on the implementation of collective ownership of homestead and theoretical analysis on the evaluation and influencing factor of farmers’ satisfaction.Firstly,establish the analysis framework of the collective ownership of homestead,analyze powers from the perspective of stock and increment.Then uses the satisfaction model to establish the analysis framework of the influencing factors of farmers’ satisfaction with the implementation of collective ownership of homestead from the two aspects of farmers’ expectation and farmers’ perception.The fourth chapter is the evaluation of farmers’ satisfaction with the implementation of collective ownership of homestead in the survey area.Firstly,the research pilot practices and data collection methods are introduced,secondly,it introduces the evaluation methods,selects the CSI evaluation method to evaluate the satisfaction,then determines the selected indicators and index weights,and finally analyzes the evaluation results.The fifth chapter is the research on the influencing factors of farmers’ satisfaction with the implementation of collective ownership of homestead.Firstly,select index of influencing factors according to the theoretical analysis of the third chapter,then use the Ordered Logistic model for empirical analysis to get results.The sixth chapter is the conclusion and policy recommendations.The main conclusions of this paper include:(1)From the perspective of property right theory,the essence of " three rights division of homestead " is to divide a bundle of right.The implementation of collective ownership of homestead needs to empower collective ownership with regard to right of possession,income,disposal and right to use.(2)Overall,the evaluation value of farmers’ satisfaction is in a good level,and the right of possession’s satisfaction is the highest in all dimensions.(3)The results of Ordered Logistic model show that seven independent variables have a significant impact on the evaluation value of farmers’ satisfaction.According to the conclusions,this paper bring forth proposals to improve implement the collective ownership of homestead and farmers’ satisfaction with the implementation of collective ownership of homestead.The possible innovations of the paper are as follows:Firstly,this paper constructs the analysis framework of collective ownership of homestead through the theory of property rights,and expands the rights of possession,use,income and disposal included in collective ownership of homestead from the perspective of stock power and incremental power.At present,the power of collective ownership has not been unified.This paper enriches the research on the rights included in the collective ownership of homestead,and provides a reference for implementing the collective ownership of homestead in practice.Secondly,through the analysis framework and practical practices of collective ownership of homestead,this paper constructs the index system of farmers’ satisfaction with the implementation of collective ownership of homestead,and establishes the analysis framework of influencing factors of farmers’ satisfaction with collective ownership of homestead from the two aspects of farmers’ expectation and farmers’ perception according to the satisfaction theory.Then,using CSI evaluation method and Ordered Logistic model,this paper makes an empirical analysis on Farmers’ satisfaction with the implementation of collective ownership of homestead and its influencing factors.This paper extends the current research method of collective ownership of homestead,which is mostly based on legal analysis.Third,this paper select Dazu District as research site,it is one of the first and second batch of pilot projects of homestead system reform.The practical practice are innovative,which provides experience for the implementation of collective ownership of homestead in other regions.At the same time,the problems faced by Dazu district are also universal.Taking Dazu district as a representative,analyzing the satisfaction and influencing factors of farmers on the implementation of collective ownership of homestead can summarize general experience for the pilot work in other regions.
