In the year of2003,China central government has made the decision to speed up the development of forestry. Since then, the government introduce and implement collective forest right system reform step by step. It is hoped to make property rights clear, allow forest management flexible, promote earning increased, and ensure right of disposition for farmers through this reform. It is also expected that most farmers become real managers of collective forest, which might inspire farmers to join forestry production with stronger willingness. The reform is anticipated to promote sustainable development of forestry in China, as well as a useful tool to increase farmers’income. Beijing, as capital of China, has some particular characteristics when considering development of forestry construction and forest resources situation. The area of forest for public benefit accounts for more than80%of the total forest land, and the collective forest land accounts for more than90%of the total forest.. Beijing has taken ecological construction as the main forestry development strategy in priority. In case of this, Beijing municipal collective forest right system reform makes difference to other provinces, which makes Beijing’s reform a meaningful research topic.This paper firstly reviews theory of Property right and then construct analytical framework in theory. Secondly, we describe farmers’participation situation in the collective forest right reform by using statistical analysis method. The firsthand data and secondhand materials are collected through the conduction of the research project of "Deepening the collective forest right system reform ". Thirdly, we also used two Logistic regression models to analyze determinants of farmers’ participation in collective forest right reform. Based on the above analysis, this paper finds that householders and family characteristics, such as farmers’educational level, family size, whether participating in non-farm work, whether there member working as cadres, have influence on understanding of relevant policies, and satisfaction on forest tenure reform.; On the characteristics of householder forestry production management, forest land size and forestry investment of farmers have influence on understanding of relevant policies, and satisfaction on forest tenure reform. The policies characteristics such as ecological public welfare forest compensation whether to meet the need, whether he or she received through the letter of the reform, whether he or she participated in the vote of making decision of the reform have influence on understanding of relevant policies, and satisfaction on forest tenure reform.Based on study findings mentioned above, this paper suggests that strengthening the publicity and training for farmers; increasing forestry support strength for farmers; making the ecological benefit promoting development growth mechanism perfect; establishing the forestry promoting employment policy mechanism.
