As the population bonus gradually disappears,labor costs rise,and the contradiction between industrial development and employment is becoming more and more serious.At the same time,due to the structural adjustment of social industry,derivation of new industrial organization model and the mismatch between labor demand and industrial demand caused by Covid-19 epidemic,the labor is structurally wasted.Flexible employment is one of the choices to solve this difficult problem of labor allocation.Flexible employment includes personnel agency,labor outsourcing,labor dispatch and other methods.The idle labor force is integrated through a platform,to reduce the labor cost and improve labor efficiency.At present,there are some flexible employment platforms in the market,but due to some problems,there has been no good practice case in the application of state-owned enterprises.To solve the above problems,firstly,this paper finds the concept definition,advantages and disadvantages of flexible employment mode and its application cases under the background of sharing economy through literature review.Then,combined with the human resource management theory and the case of the flexible employment platform "Zhubajie net" and “Didi”,this paper analyzes the functional architecture of the flexible employment platform.Through the analysis of the external macro environment of flexible employment of ZJ mobile company and the interview with the employees of ZJ mobile company,this paper verifying the feasibility of the application of the platform in ZJ mobile company and summarizes the possible problems.Finally,combined with the previous analysis results and the management methods of ADDIE and OKR,this paper formulates the schemes of recruitment,training,performance appraisal,salary and tax,security and incentive of ZJ Mobile’s flexible employment platform.Based on the micro service architecture theory,the technical architecture and core functions of the platform are preliminarily designed.This paper conclusions the scheme and function design of the flexible employment platform of ZJ mobile company in terms of recruitment,training,performance appraisal,salary tax,guarantee and incentive,which improves the theoretical research on the technical architecture and business function design of the flexible employment platform to a certain extent,and provides a direction for subsequent research.
