Countermeasures For The Development Of Flexible Employment Of Urban Women In China

"Employment is concerned in not only the livelihood,but also the dignity," said Premier WEN Jiabao early 2009.There is a rapid growth of Female Labor Force Participation Rate for urban females in China from 1949 to 1977,and a polarization from 1978-1992 because of the change of Economic System.During the process of setting up Socialist Marketing Economic System,the development of female employment shows the tendency of diversification,and flexible employment is one of it.There is a big rise of the utilization rate of female labor power because of the match of female employment need with the flexibilities of working hours,working places,labor relations and payments of compensation.However,there are also several problems restricting the development of flexible employment of urban females,such as:relative laws and rules need to be establishing and improving,lack of social security,the rigidity of personnel system,lack of the ability of vocational development of innovative undertaking and so on.To promote the development of flexible employment of urban females,the government should play the important roles of participation and guidance,to provide the support of laws and rules,to improve the social security system,to create new human resource management system for flexible employment,and to encourage employers to provide flexible employment opportunities to females.In addition,to instill the female enthusiasm and abilities of participation in flexible employment,there is a great need to set up a multi-channel training system for vocational development and innovative undertaking,together with support to female innovative undertakings,and strengthen the female right to work,which will optimize the development environment of female flexible employment and accelerate the construction of concord labor relationship and harmonious society.
