Research On Urban Flexible Employment In Our Country

In our country, with the economic system switching from the planned economy to the socialist market economy, the flexibility of the labor market unceasingly strengthened. The further research on urban flexible employment in our country, undoubtedly is significant to full employment and economic growth of our country.This thesis first discriminates the concept of "flexible employment", and then adopting the method of harmonic estimating which based on the department distribution and the crowd distribution, estimates the scale of urban flexible employment in our country in past years (1996～2005). By the way, "the department distribution" means that flexible employment mainly distributes in the departments except for the state-owned units, the collective-owned units and other ownership units, "the crowd distribution" means that flexible employment personnel mainly refer to the rural transferred labors who work in the cities and the laid-off workers. Through the theoretical analysis, the thesis points out that by reducing the labor cost of the enterprise, sharing jobs and expanding fields of work, flexible employment may increase social employment post, enhance the workers' utility and the enterprises' economic benefits. Afterwards, on the basis of the estimated data, this thesis carries on the regression analysis about urban employment and flexible employment index in our country, the growth rate of flexible employment scale and the growth rate of GDP, and puts forwards that there is remarkable relevance between urban employment and flexible employment index, and high speed growth of macro-economy requests for standardization of employment. Finally, the thesis proposed the corresponding suggestions: develop flexible employment departments; carry on further reforms on the present domiciliary control system; consummate the service system of flexible employment; strengthen legislations and social security.
