| Under the strategic requirements of the new development stage,new development concept,and new development pattern,the investment amount and the number of projects in infrastructure construction have ushered in a large increase.In 2021,the scale of national infrastructure investment may reach 19 trillion yuan,an increase of about 4.5% over the scale of 2020.The needs of infrastructure projects have prompted the continuous improvement of their performance evaluation systems.A comprehensive and scientific performance evaluation system can decompose the strategic goals of the enterprise into the performance evaluation indicators of a single infrastructure project,which can truly reflect the reality of the project and improve project benefits.This thesis takes the urban village infrastructure construction project as the research object,according to the current performance evaluation status of the project,introduces the Balanced Scorecard(BSCfor short)theory,and constructs a performance evaluation system for urban village infrastructure construction projects based on BSC.Firstly,by consulting a large number of literature materials,the thesis studies different performance evaluation methods at home and abroad and the development context of engineering project performance evaluation,and selects the balanced scorecard according to the actual situation of the project;The status quo of performance evaluation of infrastructure construction projects is analyzed and researched.Based on the principle of balanced scorecard,the company’s strategic goals are determined,and the goals are decomposed to the project department.Based on balance,the financial,customer,internal process,learning and The evaluation indicators are refined in the four dimensions of growth,and the heads of functional departments and business backbones of the project department are invited to deeply participate in the selection and determination of indicators;again,according to the weighted questionnaires filled out by each expert,the Analytic Hierarchy Process(AHP for short)is used.Determine the weights and models of evaluation indicators,and build a performance evaluation system for urban village infrastructure construction projects.Finally,through data collection,performance evaluation results are formed,the results are analyzed,and corresponding improvement measures are proposed.Closely combine the benefits of a single project with the company’s strategic goals,truly turn strategies into actions,and improve project management benefits.In summary,this thesis aims to build a performance evaluation system that conforms to the development laws and requirements of infrastructure construction,and uses a combination of theoretical research and applied practice to explore new directions and new paths for the construction of performance evaluation systems for infrastructure construction projects. |
