The rational use of land can optimize the allocation of rural resources,which is the only way to increase farmers’ income,develop agriculture,and achieve rural prosperity and stability.The endowment of farmers’ livelihood capital is the main form of material endowment and economic endowment of farmers,it will affect farmland transfer decisions.Based on this,it is of great significance to study the farmers’ livelihood capital’s impacts on farmland transfer decisions for promoting farmland transfer and optimizing farmland transfer performance.This paper uses 1,017 farmer family in the Jianghan Plain area of Hubei Province and the eco-cultural tourism circle in western Hubei Province as evidence,focusing on the core issue of "the impact of farmers’ livelihood capital in different regions on farmers’ decision-making behavior of farmland transfer and degree of participation in farmland transfer decisions",Measure and compare the livelihood capital value of each dimension before the farmers in the Jianghan Plain and the eco-cultural tourism circle in western Hubei Province participate in the transfer of farmland;The multinomial logistic regression model was used to analyze the influence of livelihood capital on the decision-making behavior of farmland transfer,A multiple linear regression model was used to analyze the impact of livelihood capital on the degree of participation in farmland transfer decisions.The main conclusions are as follows:(1)There are obvious regional differences in the level of farmers’ livelihood capital.The levels of natural capital,physical capital,human capital,social capital and financial capital of farmers in the Jianghan Plain are higher than those in the eco-cultural tourism circle in western Hubei Province.(2)The impact of livelihood capital on farmland transfer behavior is diverse.In the two regions,the natural capital and labor capital of farmers both promote the transfer of farmland out,while natural capital inhibits the transfer of farmland in;The physical capital of farmers in the western Hubei region inhibits the transfer of farmland out,while financial capital,labor capital and social capital promote the transfer of farmland in.(3)From the perspective of the degree of farmland transfer participation,different livelihood capitals have different effects on the degree of participation in the transfer of farmland.The financial capital level of farmers in the Jianghan Plain and the natural,social and financial capital levels of farmers in the western Hubei region have a positive impact on on the degree of participation in the transfer of farmland.On the basis of the above analysis,this paper puts forward the following policy recommendations for promoting the incidence and participation of farmland transfer in the study area:(1)From the perspective of regional consistency of the impact of livelihood capital on farmland transfer decisions,both regions should do a good job in protecting farmland,improve the natural capital level of farmers;improve the quality of labor force,improve the level of labor capital of farmers;improve the rural security system,reduce the dependence of farmers on farmland and strengthen the ability of resist risks.(2)From the perspective of regional differences in the impact of livelihood capital on farmland transfer decisions: Jianghan Plain should encourage qualified farmers to raise a certain number of livestock and strengthen financial support;Western Hubei should continue to improve infrastructure construction and improve transportation convenience,enhance the social capital of villagers,encourage villagers to help each other,develop the regional economy,and improve farmers’ financial capital level.
