The Study On Landownership Adjusting Of Land Adjustment In Jianghan Plain

With the rapid development of society economy, Provision Safety and Farmland Protection etc. are facing a series of challenges. Carrying through land adjustment could be a valid path to resolve the problems above. Therefore with the booming development of the land adjustment career, a series of problem of theories and practice are beginning to emerge. Landownership adjusting in Land adjustment is one of the most outstanding problems.Landownership adjusting is an important content in the work of land adjustment. It makes practical sense for promoting the work of land adjustment process, realizing intensivism and mechanization in land use, reducing controversy of landownership, sticking up for society stability in the country, accelerating sustainable development of the country economy. However, the work of land adjustment carried out a little late.So we seriously lack of theoretical preparation and practical experience for landownership adjusting in land adjustment, the work of land adjustment is lagging behind all the while.At present, research on landownership adjusting in land adjustment is still at underway stage in academic circles of our country. Many problems haven't been resolved in theory. This paper introduces several examples in Germany, Japan and our country Taiwanese that carried out the work of land adjustment successfully and such nation and region establish system of landownership adjusting in land adjustment. Their system can provide use for reference to build up similar system of our country. This article also lays a foundation for further research on the landownership adjusting in land adjustment through studying and exploring on the basic theory of the landownership adjusting in land adjustment and the actuality of landownership adjusting in land adjustment in Jianghan plain. It can provide technical support for realizing adjustment of landownership in Jianghan plain on the spot, through researching into the way of landownership adjusting in land adjustment.The thesis using the method of combining with standard and positivism analysis and quantitative and qualitative analysis, analyses and studies on the problems of theory and practice of landownership adjusting in land adjustment. It defines related concepts and meanings of landownership adjusting in land adjustment. Through studying on land public ownership theory, property right theory, farmland fertility theory, farmland location theory, farmland rank and grade evaluation theory and public participation theory, we probe into fundamental principle of landownership adjusting in land adjustment. We discuss principle, advantage and mode of landownership adjusting through investigation in land adjustment in Jianghan plain area and finally research on multidimensional characteristic through the seasonal change order, administrative levels, space allocation and law circumstance of the investigation. We compare and analyze current international landownership adjusting in land adjustment and focus on the farmland value index method. Through analyzing composing and influence factors of farmland value, using for reference on the basis of farmland value estimate theory and bring to bear factor analytical method, establish evaluation system of farmland value index and obtain the key parameter of adjusting landownership—acreage convert coefficient. On the base of research method, we work on the confirming landownership adjustingin different situation and at the same time bring forth new ideas to use "increased farmland" to correct and compensate the adjusting landownership. At last, we chose a concrete case to have a positivism study for landownership adjusting in land adjustment of Jianghan plain.
