Study On The Coordinated Development And Countermeasures Of Logistics And Manufacturing Industry In Beijing-Tianjin-Hebei Region

In the context of today’s economic globalization and market-oriented reforms,regional factor flows and industrial transfers are increasing,and inter-regional industrial collaboration has become a new trend in market economy development.As one of the three major city clusters in our country,the Beijing-Tianjin-Hebei region is a key development area in our country.In April 2015,the outline of the Beijing-Tianjin-Hebei coordinated development plan was issued,which proposed to promote the coordinated development of Beijing-Tianjin-Hebei as one of the major national strategies,and promoted the regional coordinated progress including logistics and manufacturing.However,due to a series of problems,such as different industrial development degrees,serious administrative segmentation,unbalanced resource distribution and so on,as well as the fact that Beijing-Tianjin-Hebei logistics is still in the primary stage of development,the logistics and manufacturing industries in the three regions cannot coordinate well.Therefore,under the background of the coordinated development of Beijing-TianjinHebei industry and the optimization of industrial structure,it is necessary to study how to analyze the problems in the coordinated development of Beijing-Tianjin-Hebei logistics and manufacturing industry,so that the logistics industry can better serve the Beijing-Tianjin-Hebei manufacturing industry and find a new way of coordinated development,scientific and sustainable cooperation and sharing,so as to promote the regional economic development of Beijing-Tianjin-Hebei.Firstly,based on the theory and concept of synergy,this paper applies SWOT analysis method to analyze the environment of logistics and manufacturing development in Beijing,Tianjin and Hebei,and at the same time analyzes the development status of the logistics and manufacturing industries in Beijing,Tianjin and Hebei.Secondly,the paper constructs the Collaborative degree model of composite system and DEA model of Beijing-Tianjin-Hebei regional logistics and manufacturing industry,and conducts an empirical study on the collaborative development of Beijing-Tianjin-Hebei regional logistics and manufacturing industry.In terms of the degree of synergy,the degree of synergy of logistics industry subsystems in Beijing-Tianjin-Hebei region has been on the rise from 2010 to 2017,and the degree of synergy of manufacturing subsystem has been on the rise except for the short decline in 2015.However,the overall degree of synergy between the two industries is not high,and it tends to decline first and then rise.In terms of collaborative efficiency,from 2008 to 2017,only in 2008,the coordinated development of logistics and manufacturing in Beijing-Tianjin-Hebei region was effective,and other years were invalid.Finally,based on the empirical results and combined with the actual development of logistics and manufacturing industry in Beijing-Tianjin-Hebei region,this paper puts forward countermeasures and Suggestions to promote the coordinated development of logistics and manufacturing industry in Beijing-Tianjin-Hebei region.It mainly includes: giving full play to the guiding role of the government and building a long-term mechanism of coordinated development;Promote the integration of transportation and the development of modern logistics;Encourage the manufacturing industry to carry out logistics outsourcing business and establish industry-university-research alliance;Build the cooperation platform between logistics and manufacturing and promote informatization and standardization;Rely on manufacturing industry cluster to promote the construction of logistics industry cluster;strengthen ecological and environmental protection and develop green logistics.
