With the economic globalization and the deepening of the integration,the regional economic development has become an important direction of modern economic development.Beijing-Tianjin-Hebei urban agglomeration is the third largest economic growth pole in China,which plays an important role in the development of national economy.In 2014,China promoted the development of Beijing-Tianjin-Hebei cooperation as a national strategy,requiring to accelerate out of a connotation of the development of a new road.This thesis studies the coordinated development of Beijing-Tianjin-Hebei economy from the perspective of optimal allocation of resources,which not only has certain theoretical significance and reference value for the coordinated development of Beijing-Tianjin-Hebei,but also has the demonstration effect and enlightenment to the coordinated development of other regions.This thesis studies the relationship between resource optimization and the development of Beijing-Tianjin-Hebei from two aspects: empirical analysis and normative analysis.Based on the previous research results,this thesis defines the concept of resource optimization and economic synergetic development,constructs the theoretical model of resource optimization and collaborative development,systematically analyzes the relationship between optimal allocation of transportation,industry and ecological environment resources and the coordinated development of regional economy.And then we use the improved distance co-model to measure the synergy between the subsystems in Beijing-Tianjin-Hebei region.The effects of various indicators on the coordinated development of Beijing-Tianjin-Hebei economy are analyzed in detail,and the application of ArcGIS technology to analyze the evolution of town size and structure in this area.Finally,this thesis puts forward some policy suggestions to promote the coordinated development of Beijing,Tianjin and Hebei.The main conclusions of this thesis are as follows:Firstly,solution from NEG model and Evolutionary Game Theory model show that regional economic coordination are closely related to the transport infrastructure,ecological and industrial resources.First of all,building an efficient transportation system can create more favorable conditions for regional economic co-development and improving economic efficiency;Second,the regional economy and ecological systems are closely related.Finally,the optimal allocation of the industrial resources is of vital importance to the coordinated development of the regional economy coordination.Secondly,there are still many problems of the Beijing-Tianjin-Hebei economic cooperation,such as the total amount is not enough,the development of the economy is imbalanced,industrial structure convergence,comparative advantage is not obvious,resource and environment constraints and so on.Through the construction of the comprehensive evaluation system and the improved distance model,we can see that the comprehensive validity degree and the comprehensive efficiency of the subsystems are not high.Although the development of each sub-system in Beijing-Tianjin-Hebei region is good,but the coordination degree between the sub-systems is not high,leading to the regional synergistic development degree is relatively low,Beijing-Tianjin-Hebei transportation system to the regional economic cooperative development of the largest factor,Industry followed,the environment arranged last.The region needs to strengthen the coordination between the various subsystems,enhance the overall strength of the region,and ultimately achieve the Beijing-Tianjin-Hebei region coordinated development goals.Thirdly,the spatial structure of Beijing-Tianjin-Hebei region is visualized by ArcGIS method.The empirical analysis of the scale and structure of Beijing-Tianjin-Hebei urban space shows that the absolute population size of Beijing and Tianjin is still growing,while the relative proportion of the population is declining.Beijing-Baoding-Shijiazhuang,Beijing-Tangshan-Qinhuangdao and other small and medium sized cities show a rapid growth.The Beijing-Tianjin region spatial structure changes from the polar nuclear radiation to the axis,and then to the network development trend.The innovation of this thesis is as follows:Firstly,it provides a new perspective to explore the relationship between optimal allocation of resources and coordinated development.It is proposed that regional resources can be divided into three categories,namely,basic support,carrying capacity and dominant power which correspond to traffic resources,environmental resources and industrial resourcesrespectively,so that regional resources can be more systematic,valuable and utilizable,new resources can be generated to replace those worthless resources,the complex dynamic process of stronger economic development can be stimulated,the relationship between resource optimization and regional coordinated development can be interpreted from a brand new perspective.Secondly,revealing the new mechanism.By using the NEG model,the traffic resource allocation effect is introduced into the iceberg cost,the government-enterprise relationship factor is introduced into the payment function,and the consumer utility and the welfare maximization of the enterprises belonging to heterogeneous regions are solved,then this thesis reveals the constraint conditions of inter-regional transaction and the interregional trade effect of property right reform,describes the new mechanism of inter-regional resource flow caused by traffic upgrading and the new model of inter-regional relationship evolution in market-oriented transformation.Through the evolutionary game theory,the cooperative model of inter-regional environmental governance is transformed into the inter-regional environmental governance cost allocation game,and the replicating dynamic evolution equilibrium conditions are solved,and the gravitational expansion effect of cooperative equilibrium points supervised by cooperative organizations is revealed.Thirdly,breaking through the new difficulty and improve the evaluation model of the complex system.The model to evaluate the coordinated degree of complex systems has been improved and perfected in practical application.Based on TOPSIS and the Gray Relation Theory,the optimal planning vector and the worst scheme vector are introduced,and the relative distance ratio is used to measure the coordinated development degree of the regional system.Besides,the gray relational degrees within each subsystem are used to confirm the corresponding pull factors,breaking through the limitation that the general distance coordination model cannot measure the real difference between the actual situation and the ideal situation of the system and the model’s limited adaptability in the regional system.In the end,searching for new tools,using the method of reconstruction of regional system space resources.It is difficult to conduct reconstruction in the complex system.Therefore,this study attempts to reconstruct the economic system of the Beijing-Tianjin-Hebei Region using the ArcGIS method,and then carried out ArcGIS analysis of resource optimization and coordinated development.By using this new method to conduct space remodeling and new spatial positioning for the coordinated development of the Beijing-Tianjin-Hebei Region,the study provides a new decision-making tool for the strategic adjustment of the coordinated development of the Beijing-Tianjin-Hebei Region.
