Research On Problems And Countermeasures Of Jiaozuo Smart Rural Infrastructure Construction

As a large agricultural country,China’s rural infrastructure development is the key factor in the growth of agricultural production and farmers’ income,but also the basic condition affecting the rural development.The key to narrow the digital divide between urban and rural areas lies in the construction of smart countryside,but the construction of information,modernization and intelligent infrastructure is an important link in the construction of smart countryside.Jiaozuo,as a new smart city and a sub-central city of Zhengzhou and Luoyang,signed a strategic cooperation agreement with the two cities on smart city group,which further accelerated the process of promoting the construction of smart urban and rural areas in Jiaozuo and ushered in a great opportunity for the construction of smart rural infrastructure.This paper takes informationization,smart rural area,new infrastructure,smart rural infrastructure,public goods theory,dual economy theory,and governance theory as the theoretical basis.Combining the research of domestic and foreign scholars,it clarifies the fields covered by the smart rural area and the contents of the smart rural infrastructure construction.Starting from the geographical location,population and economic conditions of rural areas in Jiaozuo City,we elaborate on nine main aspects of infrastructure construction in Jiaozuo City,including modern water conservancy facilities,intelligent drinking water facilities,network facilities,intelligent transportation facilities and modern sewage treatment facilities.The government should focus on the construction of four major aspects,including modern cultural and entertainment infrastructure,intelligent sewage treatment infrastructure,intelligent drinking water infrastructure,and intelligent medical infrastructure,and then verify the sensitivity analysis by means of factor analysis and Euclidean distance,and the results show From the results,we found that due to the lack of extensive participation of rural social subjects,insufficient investment,low utilization rate of funds,unreasonable planning and lack of management system,the construction of intelligent rural infrastructure is not yet sound,the degree of benefit to the people of intelligent rural infrastructure construction is not high,the social benefits of intelligent rural infrastructure construction is low,and the degree of post-care is not high.Finally,we propose recommendations in terms of attracting talents and social forces to actively invest in the construction of intelligent rural infrastructure in Jiaozuo City,increasing the investment and precision of construction funds,optimizing the pre-construction planning and perfecting the supervision mechanism,and innovating the postconservation mechanism,so as to provide experience for Jiaozuo City to realize rural modernization and promote the process of intelligent rural infrastructure construction,as well as to provide reference for the construction of intelligent rural infrastructure in Henan Province and even other.
