Construction Of Performance Evaluation Index System For Smart City Construction And Empirical Research

As one of the major projects of New-type Urbanization,smart city has received extensive attention in recent years.More and more cities have carried out the construction of smart city.At present,there are more than 500 smart city pilot projects under construction in China.Wisdom city construction is a long-term process,performance evaluation of the effects of wisdom city construction is especially important,because for a city in the future development is long-term plans for the future development of the national project,even if does not carry on the effect of the construction in a timely manner to understand and grasp,is likely to waste a lot of money and manpower,so I need a proper scientific evaluation index system to evaluate the wisdom urban construction achievements,in order to timely grasp the present situation of the wisdom urban construction,found insufficient and needs to be improved in the process of construction,put forward the corresponding improvements,to ensure the right direction.Therefore,starting from the theory of smart city construction,this paper hopes to build a set of scientific and reasonable performance evaluation index system of smart city construction to evaluate the construction of smart city,and conduct research and analysis by combining empirical research.Firstly,this paper analyzes and summarizes the research background of smart city construction,clearly points out the research purpose and significance of this paper,and then sorts out the relevant domestic and foreign literature on smart city and smart city construction index system construction,and makes a review.On the basis of literature research,related theories of smart city,theoretical framework of smart city construction and related theories of performance evaluation of smart city construction are expounded.Secondly,on the basis of theoretical research combined with wisdom city construction in our country development present situation,combed the influence factors of constructing index system,the constructing of ideas and principles,through literature research and expert consultation to choose wisdom performance evaluation index of city construction,then the membership function is used to analyse the index selection,finally got wisdom city construction performance evaluation index system,and determine the wisdom city construction performance evaluation based on fuzzy comprehensive evaluation model.Finally,Changsha is selected as an empirical object,and the smart city performance evaluation index system constructed in this paper is used to evaluate the performance of the smart city construction in Changsha,and to verify the smart city construction performance evaluation index system constructed in this paper,and then to analyze the empirical research results.Finally,combining theoretical analysis and empirical research,the paper puts forward countermeasures and Suggestions to improve the performance of smart city construction.
