At present,China’s economic development is in the transition period,the real estate industry has not only made great contributions,but also assumed the social function of safeguarding people’s livelihood.The real estate market is full of rigid demand.How to make the real estate market develop healthily through reasonable policy regulation has become a problem which should be pay attention.In recent years,the real estate industry in Chifeng has always maintained a high development trend,with house prices rising repeatedly,a large number of houses hoarding in the market,and the relationship between supply and demand is gradually out of balance.Faced with the market failure,Chifeng government issued strict control policies,which delayed the rising rate of house prices to a certain extent,but did not achieve obvious results.Based on the actual situation of Chifeng’s real estate industry,this thesis sorts out the real estate control policies introduced in Chifeng from 2015 to 2020,and analyzes the characteristics of policies in different stages.By using the methods of literature research,questionnaire survey and interview,this thesis selects the current and representative real estate control policies as the research object,and studies them with real estate transaction data and land transaction volume data.It is found that there are some problems in the coordination,continuity and weak implementation of real estate policies.In addition,the construction of affordable housing system is neglected and the differentiated requirements of groups are not taken into account.Using the "economic man" hypothesis of public choice theory,it can be analyzed that the "game" of all parties in the real estate market is an important reason for the policy not achieving the expected effect.The formulation and implementation of real estate policies should focus on the core law of supply-demand relationship.It is suggested that local governments should improve the regulation and control policies from the perspective of supply-side reform.Specific measures can be taken from the aspects of setting up a pilot project of leased land,implementing differentiated financial policies and improving the regulation and control mechanism,and so on,and strive to build a housing system with "low-end security,quantity in the middle and market in the high end",so as to give scientific and correct guidance to the market.Previously,the academic research scope of real estate regulation and control policies rarely radiated to the third-and fourth-tier cities like Chifeng.China’s real estate market has distinct regional characteristics,and the research conclusions of other regions may not be applicable to Chifeng.Therefore,based on the research in this area,this thesis can provide some reference for the research of real estate policy in Chifeng,and at the same time,it can provide some reference for other third and fourth-tier cities with similar situations.
