Research On Prevent Toll Evasion Of Expressway In Inner Mongolia Autonomous Region

Freeway tolls are fees paid by road users for the use of a particular commodity,the freeway.It reflects the level of awareness of highway and the expectations and requirements of highway users.In accordance with the principle of "who benefits,who bears the burden",a reasonable levy on highway vehicle tolls should be used to repay loans for road repair and improve the environment of the road network.With the construction and development of China’s expressways,as of 2020,161,000 kilometers of expressways have been opened to traffic,of which 6,463 kilometers have been opened in Inner Mongolia Autonomous Region.Some highway users,driven by economic interests,resort to various means to refuse,evade and undercharge tolls.The phenomenon of highway tolls evasion happens from time to time,time after time,time after time.It not only reflects the apathy of road users’ legal consciousness and the lack of good faith spirit,but it will also lead to obvious social harm.Many vehicles evade tolls on highways will not only disturb the normal order of toll collection on expressway and destroy the fair competition in the transportation market,but also harm the interests of expressway operators and construction investment subjects,causing the investment in expressway construction not to be recovered on time and affecting the normal operation and development of expressway.Freeway fare evasion behavior due to various means of fare evasion,hidden ways of fare evasion,also appeared the trend of organization,specialization,How to manage highway fee evasion efficiently has become the main research topic of highway toll standard management method.On the basis of reading a lot of literature,this thesis will choose the highway evasion management in inner mongolia autonomous region as the research object,use the relevant theories of public management to analyze,expound the concept of highway toll collection and highway evasion management,find out the corresponding countermeasures to the existing problems,put forward effective countermeasures for the improvement of the highway toll inspection system and the future development of toll evasion management in inner mongolia.We will improve the highway toll evasion inspection model,establish a good toll collection order,study and train the construction of fee evasion supervision team,make full use of the effectiveness of modern science and technology equipment,crack down on fare evasion,avoid toll losses,raise the level of highway management in Inner Mongolia Autonomous Region,and give better play to the effectiveness of roads in social development.
