As an important role, the rapid development of highway in China promotes the development of social economy, but in the management of highway toll, the theoretical research is lacking. With the increasing development of expressway industry, highway manager, operator and user together as the rate policymakers have urgent needs to establish reasonable toll rate, so the policymakers each interests objective can be achieved. A reasonable expressway toll rate not only has a great influence for the road effectiveness, but also related to the congestion and safety problems of expressway, Therefore, The theoretical study of highway reasonable rate is crucial.This paper has a systematic analysis of the influence factors of the expressway toll rate, uses the relationship between traffic and toll rate as the main line and combines with theoretical knowledge of economics, considers the highway manager, operator and user interests and put forward a kind of expressway toll pricing bi-level programming model based on SUE. The main research contents include:First, This article analyses the basis of expressway toll theory and illustrates the rationality of highway toll, it also analyses the factors of the highway toll which include traffic volume and toll revenue as the main influential factors, then it quantizes traffic volume and toll revenue to make a functional expression;Secondly, The paper analyses the main factors of the generalized travel cost which include time costs, operating costs and tolling fees, then it uses the time value as the conversion factor between time and cost to convert cost, establishes the road impedance function, according to the impedance function, the route choice model is established to illustrate stochastic user equilibrium model traffic assignment process;Thirdly, The paper analyses the differential benefit of the expressway, establishes a model of highway users benefit that is be saved, considers the relationship between each interest of highway manager, operator and user. Then it combines with the stochastic user equilibrium model and establishes the bi-level programming model based on SUE of expressway toll pricing;Finally, through the application of an example to verify the model, It results that the model that is established by multi decision makers benefit has some applicability and the rate which is formulated by above model is so reasonable to promote the benefit of highway. In the last, the paper puts forward some corresponding measures to make reasonable rates.
