Abstract/Summary:
The international financial crisis has strengthened the reform of the global economic governance system, accelerated the restructuring of the global economic and trade rules, focused on the future global competition landscape and seized the competitive advantage in the future. The United States,Europe and other developed countries have made every effort to establish a new generation of international trade rules in a broader area.Emerging economies and developing countries want a more balanced model of global governance, with equal status and more institutional rights in rule-making,and the Regional Comprehensive Economic Partnership(RCEP)came into being. In the context of deepening trade liberalization, digital service trade has become a strong driving force and an important part of global economic development. However,China’s digital service trade develops slowly and its international competitiveness is not high, but the development space is huge.China’s policy is also focused on building a digital power.Exploring the signing of RCEP is of great theoretical and practical significance to the development of China’s digital service trade industry, which will enhance China’s voice in the field of digital service trade rules and provide new impetus for all aspects of China’s economy and trade. This paper analyzes the current situation of digital service trade in China and RCEP member countries, and simulates it through GTAP model to analyze the economic effect brought by the opening of RCEP digital service trade industry from the aspects of GDP output, terms of trade, welfare changes, etc. There are innovations in the content and object of research in this paper.First,it focuses on the subdivision of digital trade in the field of digital service trade; The second research content considers the influence of India before and after joining RCEP on China. This paper first sorts out and analyzes China’s digital service trade, trade relations among RCEP member states, economic effects of RCEP and other relevant contents, and interprets the provisions on digital service trade in RCEP agreement. Then,it analyzes the development status of digital service trade in major RCEP member states.GTAP model is used to simulate and analyze the economic effects of the establishment of RCEP on China’s digital service trade industry. The results show that:First, the reduction of technical barriers to trade in RCEP countries will increase the scale of China’s import and export to RCEP countries, and the impact on China’s digital service trade is not always positive.Second, the economic and digital development levels of RCEP member countries are different,so are the priorities of China’s digital service trade cooperation with RCEP member countries.Third,The competitiveness of China’s digital service trade is not strong at the present stage.Due to the crowding out effect of trade,India’s entry will have a negative impact on the development of China’s digital service trade industry in the short term, but in the long run,due to the technology and knowledge spillover effect,China’s digital service trade competitiveness will be gradually improved.
