Study On The Efficiency And Influencing Factors Of Two-Way Flow Of Production Factors Between The Cities And The Countryside In Henan Province

Rural Revitalization is a fateful strategy for promoting rural development in China,and will become the strategic direction for the development of "agriculture,rural areas and farmers" for a long time to come.It is the key to rural revitalization that boosting the two-way flow of multifarious production factors between the cities and the countryside,so as to activate the internal driving force of rural development.However,in the real relationship between the cities and the countryside,rural development is at a disadvantage in terms of economic construction,infrastructure,public services,and talent training.The flow of factors has a certain profit tendency,which leads to the one-way flow of talents,financial capital,land,and public facilities from rural areas with inferior resource endowment to cities,lacking two-way mobility.If the outflow of rural areas is greater than the inflow of "blood loss" for a long time,it will make the flow of production factors present a vicious circle.The weaker the rural economy,the more factor outflow,the more developed the urban economy and the more factor inflow.The duality of urban and rural structure leads to the more and more polarization between the cities and the countryside,and it is hard to realize rural revitalization.Therefore,the exploration of the efficiency of the two-way flow of production factors between the cities and the countryside and its influencing factors is of great significance.In this paper,the research scope is determined in Henan Province.Taking 17 cities in Henan Province as the research subject,applying DEA-Tobit model and 10-year data from 2010 to 2019 to form a panel data.This paper analyzes the efficiency of two-way flow of production factors between the cities and the countryside in Henan Province,thus some factors for influencing the efficiency of the two-way flow of production factors between the cities and the countryside have been found.Firstly,this paper analyzes the relevant literature to seek the input and output indicators,and then uses the DEA model to measure and evaluate the efficiency level of the two-way flow of production factors between the cities and the countryside in 17 cities in Henan Province;Finally,taking the efficiency value of two-way flow of production factors between the cities and the countryside in 17 cities in Henan Province obtained by DEA method as the dependent variable,this paper uses Tobit model to find out some factors affecting the efficiency level of two-way flow of production factors in the cities and the countryside in Henan Province.Through the above research,it is found that:(1)the efficiency of two-way flow of production factors between the cities and the countryside in Henan province did not reach DEA effective in 2010 and 2019,but the efficiency value fluctuated and showed an upward trend in the time span.(2)Although there are spatial differences in the efficiency of two-way flow of production factors between the cities and the countryside in Henan Province,it is constantly improving and has a good momentum of development.(3)It has an influence on the efficiency level of the two-way flow of production factors between the cities and the countryside in Henan Province,and according to the intensity of influence,it has the level of economic development,the level of scientific and technological development,the level of opening to the outside world,the level of education investment,the level of transportation infrastructure and insurance security,while the level of urbanization,the level of community service and the driving effect of leading enterprises have no obvious effect.Finally,combined with the research conclusions and the current implementation status of the two-way flow policy of urban and rural production factors in Henan Province,this paper puts forward six countermeasures and suggestions on how to further improve the efficiency of the two-way flow of production factors between the cities and the countryside in Henan Province,that is,vigorously develop the rural economy,promote the accurate development of science and technology,expand the degree of opening to the outside world,strengthen farmers’ education and training,increase transportation construction and improve the level of insurance guarantee.
